City of Minot Request for Qualifications

The City of Minot, North Dakota (the City) is soliciting Statements of Qualifications from qualified certified public accounting firms (hereinafter “Firm”) to perform the City’s annual independent audits, issue opinions on the related financial statements, and provide other non-audit services as described within this Request for Qualifications for fiscal years ending December 31, 2025 through December 31, 2026, with the City retaining the exclusive option to extend the agreement resulting from this solicitation for three additional one-year periods.  Persons qualified to perform these services include certified public accountants who are licensed in the State of North Dakota.

The City of Minot requests five (5) bound copies of the Statement of Qualifications, along with one (1) unbound copy suitable for reproduction.  In addition, respondents must include a separate pricing sheet.  Only one original pricing sheet is needed, and it shall be contained within the main packet in a separate sealed envelope labeled as Price Sheet.  All Statement of Qualifications, including the (1) Price Sheet envelope should be sealed in one (1) large envelope and clearly marked “Statement of Qualifications for Independent Financial Audit Services” on the outside of the envelope or on any carrier’s envelope.

Sealed Statements of Qualifications are to be mailed, sent by courier, or hand-delivered to the attention of:

The City of Minot will accept sealed Statement of Qualifications for this solicitation until 12:00 pm (CDT) on Friday, May 16, 2025. Statements of Qualifications received after this time will not be considered.

The City Council reserves, to itself, the right to reject any or all statements of qualifications or parts of, and to award the contract as it deems necessary and in the best interest of the City of Minot.
