SOLICITATION GUIDELINES
The New Orleans Redevelopment Authority (NORA) is seeking qualifications and proposals from entities interested in the development project located at 2932-2934 Tulane Avenue, 2928-2930 Tulane Avenue, 2924 Tulane Avenue, 2914 Tulane Avenue, 2908-2910 Tulane Avenue, 618 S. Gayoso Street, 623 S. Dupre Street. Site development shall be in accordance with the zoning of the property.
Information SessionAn optional informational session will be hosted by NORA and held online via Zoom on Tuesday, October 7, 2025, at 11:00 a.m. (Central Time). Prospective respondents are encouraged to attend this meeting, where NORA staff will discuss the application process, program requirements, and answer questions.
Advanced registration is required to attend the session. Depending on the software installed on your computer, you may need to download free Zoom software to join the meeting from your computer or mobile device. Participants joining by computer (via internet) are strongly encouraged to log in at least 10 minutes early to ensure connectivity and access to the presentation. Those who join by telephone (audio only) will be able to listen and ask questions but will not have access to the visual presentation. Please note that attendance at the informational session is not mandatory to submit a response to this solicitation.
Qualifications & Proposal Submission
Respondents must submit their complete application electronically via a shared folder in Microsoft OneDrive, a cloud- based file sharing platform. NORA will not accept hard copy submissions at this time.

To gain access to the shared folder, respondents must email Audrey Plessy, Procurement Manager, at
Audrey.Plessy@nola.gov
to request a link to your personal on-line folder.
- Your request must be sent via email at the address indicated and submitted at least 24 hours prior to the application deadline.
- To share the link, include in your email the respondent’s name (Individual or Organization and Primary Contact) and their corresponding email address to share the link.
- The electronic folder will only be shared with the requester and the email address(es) they provide to NORA; respondents will not be allowed access to other respondents or related materials.
- In response to your request, you will receive a link to the shared folder and instructions on how to upload your proposal.
- Respondents must have access to Adobe Reader to complete the application electronically. Adobe Reader isavailable for free on-line at https://get.adobe.com/reader/.
- Once completed, the entire application packet including exhibits, appendices, and attachments must be uploaded to the shared drive via the link that was provided.
- Respondents are encouraged to register and confirm access to the submission platform well in advance of thedeadline to avoid any last-minute technical issues.
- For detailed instructions on completing the application, please refer to the Guidelines in this Request for Qualifications and Proposals.
All completed applications must be submitted to the assigned shared folder no later than 4:00 p.m. (Central Time) on Friday, November 14, 2025. Applications received after the deadline will not be considered for review.
This solicitation will be publicly advertised in The Times Picayune/New Orleans Advocate, posted on the New Orleans Redevelopment Authority (NORA) website at http://www.noraworks.org , and made available upon request by contacting Audrey Plessy, Procurement Manager, at (504) 658-4402 or via email at Audrey.Plessy@nola.gov .
NORA reserves the right to cancel any solicitations and accept or reject, in whole or in part, any proposals for any reason. NORA also retains the right to reopen this solicitation for subsequent phases or to redevelop the properties by other means.
