ADVERTISEMENT
Ogden City Corporation is requesting statement of qualifications (SOQs) from qualified and
experienced consulting firms to provide services regarding airport professional engineering and
architectural services. Design work to include any or all airport related engineering and
architectural design and construction management of airfield, infrastructure and airport buildings
subject to federal assistance under the Airport and Airway Improvement Act of 1982 as
amended, or other sources of funding.
Request for Qualifications: Interested firms may obtain the RFQ packets by downloading from
Ogden City’s website at https://www.ogdencity.gov/264/Purchasing.
Firms are responsible for securing any and all addenda issued.
A non-mandatory pre-proposal meeting will be held at 10:00AM on Tuesday, February 10, 2026,
at the Ogden Airport Terminal, 3909 Airport Road, Ogden, UT 84405. No on-line connection
will be provided. Visitor parking rules apply.
SOQs Due: Sealed statement of qualifications shall be submitted to the Purchasing Office c/o the
2nd Floor Information / Constable Desk at 2549 Washington Blvd., Ogden, UT, by 2/24/2026, no
later than 3PM.
LATE SUBMITTALS WILL NOT BE ACCEPTED.
Ogden City reserves the right to accept or reject any proposal as it best serves its convenience
and/or is found to be in the best interest of the City.

I. INTRODUCTION
Ogden City Corporation is requesting statement of qualifications (SOQs) from qualified
airport consultants to provide services regarding airport related engineering & architectural
design and construction management. The Sponsor plans to award a three (3) year
contract, with two (2) one-year extensions at the discretion of the Airport Director, for
airport professional engineering and architectural services subject to review on an annual
basis for any and all engineering projects subject to federal assistance under the Airport
and Airway Improvement Act of 1982 as amended, or other sources of funding.
Contemplated projects under this contract may include any of the following projects:
Existing Pavement Crack Sealing & Rejuvenation (Runways, Taxiways, Aprons,
Taxilanes)
Reconstruct Hangar Taxi lanes
Snow Removal Equipment
ARFF Building
Purchase and replacement of ARFF Equipment
Hangar(s) Construction
Improve Utilities, Sewer and Water
Construct/Extend Taxiway
Reconstruct Taxiway
Airfield Lighting System Improvements
Runway Reconstruct/Rehabilitation
TSA Security & FAR 139 Fencing
Replacement of TSA Access Control & Video System
Land Acquisition – various locations
Acquiring Runway Maintenance Equipment
The above-contemplated projects are dependent upon federal AIP funding and approval of
the Sponsor. The Sponsor reserves the right to initiate additional services not included in
the initial procurement.

II. BACKGROUND
Ogden Airport (OGD) is categorized as an FAA non-hub, air carrier airport located
approximately two miles southwest of Ogden City which is seeking to implement
improvements to accommodate existing and future aviation demand.
The contract issued to the successful consultant is subject to the provisions of
Executive Order 11246 (Affirmative Action to Ensure Equal Employment
Opportunity) and to the provisions of the Department of Transportation Regulation
49 CRF Part 26 (Disadvantaged Business Enterprises). DBE firms are encouraged
to participate.
III. REQUESTS FOR CLARIFICATION
Any requests for clarification of additional information deemed necessary by any respondent to
present a proposal shall be submitted in writing via email or phone to the Ogden City’s
Purchasing Office:

The questions and answer period ends on February 17, 2026, at 3PM.
IV. SCOPE OF WORK
Basic engineering and architectural services are utilized in four distinct and sequential phases.
Proposers are required to set out their qualifications and to propose on the following scope of
work. a. Preliminary Phase: This phase involves those activities required for defining
the scope of a project and establishing preliminary requirements including,
but not limited to, the following:
1. Coordinating with the Sponsor on project scope requirements,
programming, finances, schedules, operational safety and phasing
considerations, site access, early phases of the project, and other pertinent

matters and if applicable, meeting with FAA and other concerned
agencies and parties on matters affecting the project.
2. Assisting the Sponsor in the preparation of necessary pre-applications,
applications, and required documents for federal grants, including
Disadvantaged Business Enterprise (DBE) plan and goals, and exhibits.
3. Planning, procuring, and/or preparing necessary surveys, geotechnical
engineering investigations, other field investigations, and architectural
and engineering studies required for preliminary design considerations.
4. Develop design schematics, sketches, environmental and aesthetic
considerations, project recommendations, preliminary layouts, and cost
estimates.
5. Preparing project design criteria and other bridging documents
commonly used for alternative project delivery methods such as design-build contracting.
b. Design Phase: This phase includes all activities required to undertake and
accomplish a full and complete project design including, but not limited to,
the following:
1. Conducting and attending meetings and design conferences to obtain
information and to coordinate or resolve design matters.
2. Collecting engineering data and undertaking field investigations;
performing geotechnical engineering studies; and performing
architectural, engineering, and special environmental studies.
3. Preparing necessary engineering reports and recommendations.
