The Spokane Housing Authority (SHA) is seeking architectural and engineering firms to support the design, bidding, construction, and equipping of a new childcare and early learning facility at its Orchard Vista affordable housing site. The proposed facility will house early childhood education programs, including Head Start (ages 3–5) and Early Learning Center (ages 0–3), with the goal of creating a safe, high-quality learning environment. The facility will be approximately 4,500 square feet and located on an approximately ¼-acre site at SHA’s Orchard Vista property, 9910 E Appleway, Spokane Valley.
This is an addendum to the RFQ containing answers to frequently asked questions pertaining to the full RFQ.

Is there housing planned for this site, or will the childcare facility be the only
building on this parcel? If there is housing planned, can you share a site plan or
other drawings of that project?
Response: There is housing currently under construction on a site immediately
adjacent to the proposed childcare facility. The childcare center will be the only
building on this parcel. I have attached the Orchard Vista site plan for you.
1. Who will the childcare facility be serving?
Response: It will be open to the community; however, we plan to negotiate with
the selected childcare provider to provide a preference for Orchard Vista
residents living in the apartments. This agreement has not yet been negotiated.
2. Should the proposal include major subconsultants? We find that our clients prefer to
choose them with us as partners.
Response: Please follow the parameters of the published RFQ. You must submit
what you propose to do.
3. Is there a preliminary design/development schedule? When is the ELF grant due?
When are bid documents due?
Response: The ELF grant will not be submitted until the 2027 cycle. This project is
not eligible to submit in the 2026 cycle. This likely means that the construction
would begin sometime in 2028. There are other funding applications that have
already been submitted; however, these would also likely result in a 2027 award and
a 2028 construction schedule.
