The City of Portland, Tennessee (“City”) has issued this request of qualifications (RFQ) for qualified Commercial Electricians licensed in the State of Tennessee or Certified Commercial Electric Plans Examiner/Certified Commercial Electrical Inspector to provide electrical consulting services on an as needed basis. The consultant will assist the City with planning, project review and technical expertise for current and future projects within City-owned facilities, infrastructure, and capital improvement projects.

The services requested may include, but are not limited to, the following:

1. Planning & Design Review
   • Review electrical plans that may include designs, drawings, and specifications for City projects according to City standards and all applicable codes.
   • Provide recommendations for efficiency, reliability, and improvements.
   • Meeting with architects, engineers, subcontractors and City Staff.
2. Project Support & Construction Oversight
   • Review of bid documents and technical specifications.
   • Conduct site visits, inspections, and evaluations during construction.
   • Review contractor’s change orders for technical accuracy before approval of change orders.
3. Consultation & Specialized Services
   • Support the City during construction phases of projects.
   • Knowledge of all applicable local, state, federal codes, laws and safety regulations.
   • Maintain appropriate project documentation.

Interested firms must provide documentation demonstrating the following:

1. Licensure: Valid Tennessee Electrician License with appropriate commercial classifications, have IAEI designation, ICC Certifications in Commercial Electrical Plans, or Commercial Electrical Inspector.

1. Experience: Minimum of five (5) years’ experience as a licensed commercial electrician or as certified commercial electrical codes inspector performing comparable municipal, commercial, or institutional projects.
2. References: At least three (3) references from recent clients.
3. Staffing: If applicable, description of key personnel, their qualifications, and relevant project experience.
4. Capacity: Must have the ability to respond to multiple projects and adhere to deadlines.

Firms interested in responding to this RFQ should submit the following:

• Cover letter expressing interest and summarizing qualifications.
• Completed statement addressing all requirements in the Qualification Requirement Section.
• List of projects currently in progress and relevant projects completed within the last five (5) years. Indicate your role in the project (contractor, subcontractor, manager, etc.)
• Copies of licenses, insurance, and bonding capacity documentation.
• ALL submissions must include an hourly rate for services rendered.

• The City reserves the right to reject any or all submissions, waive informalities, and accept the response(s) deemed most advantageous.
• Submission of qualifications does not guarantee award of a contract.
• All costs incurred in preparing and submitting responses are the responsibility of the applicant.
• Any contract(s) resulting from this RFQ will be subject to approval by the City of Portland.
• Any individual or company that is selected for a particular project as a consultant will not be considered as a qualified bidder for that project.
