Request for Proposals
Introduction
The City of San Carlos is seeking proposals from qualified firms experienced in open space trail building to
implement a new trail segment in San Carlos. The proposed segment is a trailhead entrance that runs along a
public use easement from Trillium Way into Waterdog Lake and Open Space, a park that resides in the City of
Belmont. The project includes construction of the new trail segment.
Background
The City of San Carlos is located within the San Francisco Peninsula (Figure 1) and is part of San Mateo County.
It shares its borders with Belmont to the north, Redwood City to the south, Redwood Shores and the San Francisco
Bay on the east, and unincorporated open space lands to the west. The City has an area of 5.4 square miles with
a population of just under 30,000 people. The City is home to 15 parks, with an additional two open space parks,
an active Youth Center, an Adult Community Center, 12 tennis courts, 2 pickleball courts, bocce ball courts,
basketball courts, cornhole area, 7 athletic fields, outdoor stage, and many programs for families, youth and adults.

Project Overview
The trail access point (project site) is located on the north side of Trillium Lane in the City of San Carlos within a
city-owned trail easement. Access to Trillium Lane is via Club Drive approximately 470 feet southeast of the project
site. Trillium Lane is in the northwest portion of the City and borders the City of Belmont to the north. An existing,

informal foot path connects to the Finch Trail, which is located within the Waterdog Lake/Hidden Canyon Park Open
Space Preserve in the City of Belmont.
The key objectives of the trail project will be to:
a. Build a trail per the design documents prepared by Roach and Campbell Landscape Architects
b. Adhere to any CEQA requirements during construction
Schedule
The following table outlines the City’s proposed schedule related to this RFP and the selection process. The City
reserves the right to amend the schedule as necessary.

Submittal Requirements
The Proposal shall include the following information:
1. Cover Letter: Include contact information (address, phone number, and email address) for the primary
person responsible for the project who will be the point of contact for the City on the communications
pertaining to the project.
2. Project Approach: Scope of work that responds to the tasks listed in this RFP.
3. Timeline: Provide an estimated overall timeline for the project, including a description of project milestones,
as well as how soon the Consultant is ready to commence work.
4. Relevant Experience: Description of projects completed by the consultant team relevant to the scope of
work contained herein that have been completed in the last five years.
5. References and Local Projects: Provide three client references and include a list of any projects that the
consultant team (prime consultant and subconsultants) have worked on in the local region.

6. Project Fee: Provide a project fee that includes a list of hourly billing rates for each proposed team member.
Provide line-item costs for each deliverable of each task and total for each task.
