The Employees Retirement System of Texas (ERS) has issued a Requestfor Proposals (RFP) seeking a qualified

entity to provide the following services under the Texas EmployeesGroup Benefits Program:

· Fully insure and provide all operationalservices and a network as described in the RFP for the HealthSelect ^sm Medicare Advantage Plan preferredprovider organization (HealthSelect MA PPO) providing medical-only coverage forMedicare-Primary Participants.

Respondentshall provide the level of services required in the RFP and meet otherrequirements that are in the best interests of ERS, its members, and the stateof Texas (State). Respondent shall be required to execute a contract (Contract)provided by, and satisfactory to, ERS for a period that begins upon executionof the Contract by ERS, includes the Implementation Period, and extends throughDecember 31, 2032, subject to the terms of the Contract. It is anticipated theContract will be executed in May 2026.

TheConfidentiality and Nondisclosure Agreement, attached to the RFP as Appendix E(NDA) must be properly executed via DocuSign in order to receive ERS’ confidentialappendices (Appendices S, S-1, S-2, S-3, T and T-1).

Questions will be accepted via Euna until August 18,2025 at 4:00 p.m. Central Time (CT) . Answers to questionswill be posted to Euna and ESBD on the date specified in RFP Section I.B.1.

To be eligible for consideration, Respondent is required to submit itsProposal in accordance with the instructions set forth in the RFP. Respondentsmust meet the Minimum Requirements set forth in Appendix H. All Proposalmaterials shall be received by ERS via Euna no later than September 19 , 2025 at 10:00 a.m.CT .

To download the RFP, submit an executed NDA, submit questions,and/or submit a Proposal , prospective Respondents must firstcreate an account in Euna ( ERS’e-procurement portal located at erstexas.bonfirehub.com ) ,which operates best on the latest versions of Microsoft Edge, Google Chrome, andMozilla Firefox. Browser cookies must be enabled when accessing Euna. Note thatRespondent’s primary Proposal contact must create a Euna account (with theactual contact person’s email address) and download the RFP documents in orderto send and receive messages via Euna.

ERS reserves the right to rebid the RFP if deemed by ERS to be in thebest interests of ERS, its members, and/or the State. ERS also reserves theright to reject any Proposal submitted that does not fully comply with theRFP’s instructions and criteria. ERS is under no legal requirement to execute aContract on the basis of this notice or upon issuance of the RFP and will notpay any costs incurred by any Respondent in connection with the preparation ofa Proposal. ERS also reserves the right to revise any provisions set forth inthe RFP at any time prior to execution of a Contract where ERS deems it to bein the best interests of ERS, its members, and/or the State.
