REQUEST FOR PROPOSALS TO PROVIDE STREET SWEEPING SERVICES

INTRODUCTION
1. About El Cerrito
El Cerrito is located along Interstate 80 and is near Interstate 580 minutes away from the
Bay Area cultural centers of Berkeley, Oakland and San Francisco. It is bordered by Albany
and Kensington to the south, the Richmond annex to the west, East Richmond Heights to the
north, and Wildcat Canyon Regional Park to the east. The City of El Cerrito (“City”) has a
total area of 3.7 square miles. As of the census in 2022, there were 25,583 people and
10,637 households in the City. Additional information about the City can be found on the

2. Services Requested
The City requests proposals from qualified street sweeping companies or agencies
(“Contractor”) to provide street sweeping services. Furnish all necessary materials,
equipment, labor, and incidentals as required to perform street sweeping services in the
City. The work involved shall include mechanical sweeping of all curbed flowlines,
including all cross gutters, streets, paved median islands, and Class 4 bike lanes (bike
lanes separated by a curbed median). The description of areas to be swept consist of all
designated streets located within the portion of the City described and delineated in in
Attachment 4 – Exhibit A - Scope of Services and Performance Standards, Exhibit
B1 - Current Street Sweeping Map and Schedule, and Exhibit B2 – Potential Future
Street Sweeping Map and Schedule.
Proposers shall read the information contained in this RFP to understand how to submit the
proposal, what documents must accompany the proposal, and what legal obligations apply
when the Proposer submits a proposal. Any Proposer that wishes to be considered for this
work must submit a complete proposal package including the information requested in this
RFP.
The selected contractor shall enter into the City of El Cerrito’s standard General Services
Agreement (“Agreement)”. A copy of the Agreement template is attached to this RFP (see
Attachment 3 – Sample General Services Agreement). Submitting a proposal is
acceptance of the Agreement as-is. Contractually required insurance coverage and
endorsement information is listed in the body of the document. The selected contractor
shall annually apply for a City Business License.

3. Term
The term shall be for a period of five (5) full fiscal years, contingent on City Council
approval. The term is intended to commence on July 1, 2026, after City Council approval of
an agreement, and terminate on June 30, 2031. The term of the agreement shall be extended
for up to five (5) additional one (1) year terms with the extensions to commence upon the
expiration of the initial term or any extended term, unless the City notifies Contractor in
writing at least thirty (30) days before the end of the initial term or any extended term, of
its intent to terminate the agreement at the conclusion of the initial term or any extension,
as allowed for in the Sample Agreement (Attachment 3).

4. Tentative RFP Timeline
It is the City’s intent to follow the process and timetable as set forth below. At the City’s
discretion, estimated dates and process are subject to change as necessary. The tentative

5. Proposal Format
Proposals are to be submitted in PDF format only. The proposal must be clearly marked
with the Contractor's name, address, phone number, and DIR Registration number.
Proposal packages are to be submitted via email ONLY with the subject line “Street
Sweeping Services” to the City on or before Thursday, March 26, 2026 by 2 p.m.
Proposal packages are to be sent to: Karineh Samkian , City of El Cerrito at
ksamkian@elcerrito.gov, 510-525-7603. Proposals received after the stated deadline
shall not be accepted.
The proposal shall be signed by an officer of the firm who is authorized to bind the firm to
contract. Costs incurred by proposers in preparing and submitting their proposals for
consideration by the City shall not be reimbursed.
6. Proposal Requirements
Proposals shall include the following items submitted:
a. Cover Letter
i. The name, address and phone number of the Contractor's contact person
for the remainder of the selection process.
ii. Any qualifying statements or comments regarding the proposal, the
information responsive to the criteria specified in the request for
proposal for street sweeping services and the proposed Agreement.
iii. Proof of worker’s compensation, commercial general and automobile
liability insurance, as specified in Section 5 "Insurance Requirements" of
the attached Agreement.

iv. Identification of subcontractors and their responsibilities.
b. Request for Proposals Acceptance Form – See Attachment 1
The contractor shall submit Attachment 1 – Request for Proposals Acceptance form
acknowledging understanding and acceptance of the intent and requirements of this
RFP.
c. Statement of Qualifications – See Attachment 2
i. A listing of proposed project personnel, including personal
experiences and individual resumes for prime contractors and sub-
contractors.
ii. Contractor's and subcontractor’s experience with similar work, including
names and current phone numbers of reference for existing and past
clients.
iii. A listing of proposed project equipment, including street sweepers and
other equipment with brand and model and year it was manufactured.
iv. A listing of any relevant certifications, permits, or licenses for personnel,
equipment, or the Contractor.
d. All Cost Proposal Forms (See Attachment 4 - Exhibits B1 and B2)
The Contractor is to submit a detailed cost proposal for all services and materials
anticipated in providing the street sweeping services requested using the forms
provided in Attachment 4.
e. Prevailing Wage
California Labor Code requires that on public works projects, pay to workers must
be not less than the general prevailing wage for the work being done, regardless of
worker title. Any “contractor to whom (a) contract is awarded, and any
subcontractor under (them), shall pay not less than the specified prevailing rates of
wages to all (workers) employed in the execution of the contract.” This does not
apply to public works contracts of $1,000 or less. All projects greater than $1,000
require prevailing wage rates. Contractors are required to make and maintain
certified payroll records available for inspection as requested by the City or the
California Labor Commissioner for up to three years.
Responsive proposals must state the Contractor’s understanding and
compliance with prevailing wage requirements on public works projects.
7. Selection Process
The first step in the evaluation process will be to determine that each submittal contains all
forms and other information required by this RFP. Any submittals missing the required
information may be considered nonresponsive and rejected without evaluation. Late
submittals and sent to the wrong email shall be rejected. Submittal of additional
information after the due date shall not be allowed.
All proposals will be evaluated by the City of El Cerrito Selection Committee. The Selection
Committee, made up of key City staff, may have expertise or experience in the services
described herein, will review all submittals deemed complete according to the evaluation
criteria and weighting factors below. The Committee will rank the proposals based upon the

materials submitted by the proposing Contractors. The Selection Committee will make
independent random checks of one or more of the contractor’s references.
The Selection Committee will establish a shortlist of contractors to be considered best
qualified to perform the contract work. The selection process may include oral interviews.
The contractor will be notified of the time and place of oral interviews and of any additional
information that may be required to be submitted. Staff will recommend a contract be
awarded if contract negotiations are successful.
It is the City's intent to select the Contractor with the best combination of qualifications and
cost proposal. The Committee may choose to interview two or more closely ranked
Contractors but will not expect or schedule time for elaborate presentations.
Contractors are encouraged to keep their proposals brief and relevant to the specific
work required. The City will open agreement negotiations with the top ranked
Contractor. The successful Contractor will be expected to enter into the
attached Sample General Services Agreement (Attachment 3).
8. Evaluation Criteria
Proposals will be evaluated according to each criterion below. The scores for all the Criteria
will be added for each proposal. The proposal with the highest score will be deemed as the
best proposal. The total maximum score for any project is 100 points.

Responses to this RFP must be complete. Responses that do not include the proposal
content requirements identified within this RFP and subsequent addenda and do not
address each of the items listed below will be considered incomplete, be rated a Fail in
the Evaluation Criteria and will receive no further consideration.
B. Understanding of the Scope of Service as described in this RFP (30 points)
Demonstrated understanding of the work to be done for the City and ability to meet
Performance Standards as delineated in Attachment 4 –Scope of Services and
Performance Standards. Identification of potential issues and overall approach will be
assessed.
C. Experience with Similar Work and Demonstration of Owning Appropriate
Equipment (35 points)

Experience of the Contractor with similar projects, including local knowledge,
expedited timelines, and working with local agencies, as appropriate.
D. References (15 points)
References for the Contractor for the similar work.
E. Rates (20 points)
Time and materials pricing for services and materials anticipated for completing the
street sweeping services listed in Attachment 4 – Exhibit A Scope of Work and
Performance Standards, Exhibit B1 – Current Street Sweeping Map and Schedule,
and Exhibit B2 – Potential Future Street Sweeping Map and Schedule.
The City may request a Contractor to submit additional information pertinent to the
RFP. The City also reserves the right to investigate and rely upon information from
other available sources in addition to any documents or information submitted by the
proposer. The City retains the sole discretion to determine issues of compliance and to
determine whether a contractor is responsive and responsible.
