The City of Oconomowoc Parks, Recreation and Forestry Department is seeking proposals for
new playground equipment consisting of one (1) modular play structure, independent swing set,
playground surfacing and related equipment/materials as detailed and specified in the attached
documentation.
The proposal shall consist of providing design, materials, and installation for a replacement
neighborhood playground at Hawthorne Ridge Park, 1180 Shoal Ridge Rd in the City of
Oconomowoc. The new play structure, swing set, and related equipment/materials are to be
constructed of aluminum or steel posts and have steps, transfer points and decks included (no
wood will be permitted). All equipment must consist of new and unused material. The proposal
shall also include the provision of fiber type, fall absorbing wood surfacing material around all
equipment as indicated in the specifications. The proposal must meet or exceed the current CPSC
guidelines, ASTM standards and IPEMA certification and the most recent requirements and intent
of the Americans with Disabilities Act (ADA) for accessibility, play components and design.
Sealed proposals shall be delivered to the Parks, Recreation and Forestry Department main
office, 220 W. Wisconsin Avenue, Oconomowoc, WI 53066, no later than 4:00 p.m., Central
Daylight Time, on Thursday, February 26, 2026. The proposal form furnished by the City shall be
properly completed by the interested firm representative. The City reserves the right to reject
any and all quotes and to select the proposal best suited to its purpose. All proposals shall remain
firm and may not be withdrawn for a period of 60 days after the opening date without the
consent of the City of Oconomowoc. Installation of the approved equipment must be completed
no later than October 31, 2026.

PLAYGROUND EQUIPMENT PROPOSAL QUOTE REQUIREMENTS & CONDITIONS
1.0 SCOPE AND CLASSIFICATION
The City of Oconomowoc Department of Parks, Recreation & Forestry is soliciting proposals
for the design, furnishing of materials and installation of playground equipment to Westover
Park as specified herein and indicated below:
Approximate area: Open space, playground should be constructed in the designated
space
Required equipment:
- One (1) modular structure
- Independent swing set
- Related individual play equipment
- Shaded cover to one or more components
- Appropriate user signage
NOTE: Proposed equipment must provide age-appropriate play equipment for ages 5 12.
This may be accomplished through one structure designed in a manner to separate the age
groups by the location and nature of the play components. Other free-standing equipment
will be considered in accomplishing this objective.
OTHER:
Access to the required modular play structure may be achieved through transfer points
or modules.
The quote proposal shall also include the provision of fiber type wood, full absorbing,
surfacing as required for the designated area where the new equipment will be located.
All equipment/items shall be new and current year’s product.
No wooden play equipment will be allowed.
1.01 EXAMINATION OF PLANS, SPECIFICATIONS AND WORK
The quoter is required to examine carefully the site of the proposed work, the proposal,
plans, specifications and contract forms prior to submitting a quote. The submission of a
proposal shall consider conclusive evidence that the quoter has made such examination
and is satisfied as to all the conditions, contingencies, provisions and requirements of the
contract documents.
1.02 PREPARATION OF PROPOSALS AND FORM OF QUOTE
A. The quoter must submit the proposal on the forms furnished and here unto attached.
The quoter shall specify unit prices and a lump sum price for each of the separate

items called for in the proposal form and the gross sum to perform all the work
specified. All writing shall be done in ink.
B. The quoter must sign the proposal correctly. If the proposal is offered by an
individual, name, office and post office address must be shown; if made by a firm or
partnership, office and post office addresses of each member of the firm or
partnership must be given. If offered by a corporation, the person signing the
proposal must give the name of the State under which the corporation was chartered.
Anyone signing the proposal as agent must file legal evidence of authority to do so,
and the signature is binding upon the firm or corporation.
C. Design Plans - All proposals must include a design plan at a scale of 1-inch equals 10
feet for the modular play structure. The area design plan must also show the
complete layout of the modular play structure with all the attached components,
swing sets, any proposed free-standing equipment, playground border and indicate
the required use zones for the equipment with a square footage calculation of
surfacing material required for the area. The design plans shall also include a clear
concise list of all proposed play components. Quoter shall include their name and
phone number on their respective design plans. Failure to provide these plans with
your quote will result in the rejection of your quote. A three-dimensional perspective
drawing of each modular play structure must also be submitted. Multiple designs may
be submitted if contractor so desires.
D. The following additional items are required with the proposal:
Itemized Play Component List Each proposal must include a complete and
detailed itemized list of each play component or piece of play equipment
comprising this proposal. This list shall include all support posts, decks, roofs,
kick plates, playground border, etc. This list must also include, in a clear and easy-
to-read line-item manner, the retail or list price of each play component or piece
of equipment. Failure to provide this required list with your proposal will result
in the rejection of your proposal.

E. The complete proposal (containing the quote proposal form, the design plan, and the
additional items listed above in 1.02-D shall be placed in a sealed envelope so marked
as to indicate the description of the work to which it applies and the name of the
quoter. Proposals will be received at the designated place in this proposal until the
hour and the date specified, no later.

1.03 QUOTE COST CEILING
Quote prices for this work shall include all labor, design services, furnishing of materials,
and installation shall not exceed the following quote ceiling:

1.04 CONSIDERATION OF PROPOSALS
After the proposals have been opened and reviewed for compliance, they shall be
evaluated by staff and considered by the City of Oconomowoc Parks and Recreation Board
for award. The award of the quote shall be based upon the total aggregate proposal
utilizing the following evaluative criteria in order of importance:

Before the quote is awarded, the quoter may be required to furnish a complete statement
of the origin, composition, and manufacturer of any or all materials to be used in the
construction of the work, together with samples, which may be subjected to tests, to
determine their quality and durability for the work.

1.05 REJECTION OF PROPOSALS
The Owner reserves and has the right to reject any and all proposals. Proposals may be
rejected if they show any alterations of form, additions or amendments not called for,
conditional or alternate quotes unless called for, incomplete quotes, erasures, or
irregularities of any kind. Proposals in which the unit prices for other items or proposals
in which unit prices are not submitted for each item of work listed may be rejected. The
Owner reserves the right to waive technicalities as to changes, alterations, or reservations,
to delete work items from the proposal, and to make the award to the quoter(s) whose
proposal is deemed most advantageous to the Owner.
1.06 COMPETENCY OF QUOTERS
The quoter must, if requested, satisfy the local governing body of their practical and
financial ability to perform the work on which they quote. The Owner reserves the right
to disregard the quote of any quoter who is, in the judgment of the Owner or municipality,
incompetent or otherwise unreliable for the performance of the work on which they
quote.
1.07 AWARD OF CONTRACT AND FOLLOW-UP SERVICE
A. The Contract shall be deemed awarded when a written notice of award and/or
purchase order is delivered to the address of the quoter given in the proposal.
B. Upon completed installation of all playground equipment, the vendor, or their
qualified representative, must, within 5 work days of final work completion, inspect
the completed play equipment installation and submit to the Parks, Recreation and
Forestry Department a certificate of written acceptance of all work, including a
completed play equipment safety audit performed according to the requirements of
the National Playground Safety Institute (NPSI) by a NPSI certified playground safety
auditor.
1.08 DEADLINE FOR DELIVERY OF PRODUCTS AND SERVICE
A. Award of this contract is scheduled for approval by the City of Oconomowoc Parks and
Recreation Board in March 2026.
B. The complete installation of all required play equipment, playground borders, age-
appropriate signs, and safety surface material must be completed no later than
September 31, 2019, unless otherwise approved in writing by the City of
Oconomowoc.
