1. DESCRIPTION OF GULF COAST CENTER
The Gulf Coast Center provides community-based behavioral health and intellectual/developmental disabilities services as well as substance use services in Galveston County and Brazoria County, Texas. The Gulf Coast Center is a community center under Chapter 534 of the Texas Health and Safety Code, and is classified by the Internal Revenue Service as a 501(c)(3) tax-exempt organization. The Gulf Coast Center is an agency of the State, a unit of local government and is governed by a nine-member Board of Trustees (“Board”), who are appointed by the Galveston (5 appointments) and Brazoria County (4 appointments) Commissioners’ Courts. The Gulf Coast Center’s Key Persons List is included as Attachment A.
Additionally, the Gulf Coast Center is the Health and Human Services designated local mental health authority and the local intellectual and developmental disability authority for Galveston County and Brazoria County, Texas, and currently employs approximately 300 full-time, part-time and relief employees, and operates approximately 11 business locations of varying types (e.g., office, clinic, residential) throughout the designated service area.
The Gulf Coast Center, like other state and local governments, uses fund accounting to ensure and demonstrate compliance with finance-related legal requirements.
Our mission is to provide accessible, efficient, and quality services to support the independent and healthy living of those we serve.
2. DESCRIPTION OF SERVICES
Gulf Coast Center (“GCC”) is seeking proposals from qualified vendors to design, build, and deliver two (2) Mobile Crisis Response Units (MRUs) utilizing a van-based platform to support behavioral health crisis intervention services in community settings.
