The Township of Millburn requests proposals from experienced and qualified firms to provide Owner's Representative Services in connection with a Construction Project more fully described herein. Firms that intend to respond shall notify the Township of their intent. The Township will share any addenda with all firms that have done so.
All information required by this “Request for Proposals” must be supplied to constitute a valid submission. Township Administration will review and evaluate all proposals submitted. Based on the results of this evaluation, the Township Administrator will make a recommendation for award to the Township Committee.
SCOPE OF SERVICES
The successful respondent for Owner's Representative Services shall provide services for the Construction Project summarized in Exhibit A throughout the preconstruction, bidding, construction, and closeout phases of the project. At a minimum, the services required for each phase of the project are detailed below. The successful respondent is expected to designate a Project Executive and an On-Site Owner's Representative. The Project Executive is expected to dedicate approximately ten (10) hours per week to the Project.
SUBMISSION REQUIREMENTS:
Submit one (1) original paper proposal clearly marked “ORIGINAL” no later than 10:00 AM, local time prevailing, on March 17, 2026 to the below address. Proposals should be within a sealed envelope marked: “OWNER’S REPRESENTATIVE PROPOSAL”, with the firm’s name and address on the outside and hand delivered or mailed to:

, by March 17, 2026 at 10:00 AM, local prevailing time, with “OWNER’S REPRESENTATIVE PROPOSAL” in the subject line. The determination as to whether a proposal is received “on time” will be based upon the date and time of receipt of the “ORIGINAL” paper proposal at the address noted above, NOT the date and time of receipt of the digital copy sent by email. No proposals will be accepted by facsimile or only email.
