Description
Project Description: The Capitol Region Council of Governments (CRCOG) seeks responses from qualified and experienced firms, companies, teams, agencies, organizations, and individuals, herein referred to as “Consultant”, to provide consulting, evaluation, planning, and implementation services for our existing regional waste authority.
CRCOG has been awarded a Connecticut Department of Energy and Environmental Protection (DEEP) Regional Waste Authority (RWA) grant to provide resources for evaluation, planning, and implementation of solid waste management operations and physical infrastructure assets and needs to evaluate (1) the potential for its member municipalities and other municipalities to join the existing Central Connecticut Solid Waste Authority (CCSWA), and (2) waste advisory, support, and other services available through CCSWA to existing and
potential member municipalities.
Building upon CRCOG’s 2022 Waste Study, the Consultant shall identify and analyze the existing assets, programs, and initiatives of CRCOG and CCSWA member municipalities and develop options available to coordinate various municipal waste operations through CCSWA with a focus on developing and supporting comprehensive short and long-term environmentally sound and sustainable regional solution(s) for managing solid waste, food scraps, organic waste materials, and recyclables.
This project consists of two (2) phases: (i) Written Evaluation and Planning Report and (ii) Implementation. Per the RWA Grant Project Schedule, Phase I shall be completed no later than September of 2025 and Phase II shall be completed by the end of Q1 of 2026, unless otherwise amended or extended with DEEP approval.
The grant award includes up to $100,000 total for evaluation and planning consulting services and implementation consulting services.
