REQUEST FOR PROPOSALS (RFP) – OWNER’S PROJECT MANAGER (OPM)


The City of Malden, Massachusetts, invites the submission of qualifications from experienced and qualified firms to provide Owner’s Project Manager (OPM) services. The selected OPM will represent the City during the construction, and closeout phases for the construction of a new municipal Salt Shed and a new Boat House, in accordance with the provisions of Massachusetts General Laws, Chapter 149, Section 44A½.

Project Descriptions

  • Salt Shed: Construction of a new, high-capacity municipal salt storage facility to support public works winter operations.
  • Boat House: Construction of a multi-purpose municipal boat house facility for community and public safety water operations.


Estimated Construction Costs: $4,118,500

Minimum Qualifications:
Applicants must be a registered Professional Engineer or Registered Architect in the Commonwealth of Massachusetts. Applicants must possess a minimum of five (5) years of experienced construction supervision of public buildings. Applicants who are not registered engineers or architects must possess a minimum of seven (7) years of relevant experience.

Briefing & Site Inspection:
The City is NOT planning to conduct an informal briefing session prior to the proposal submission deadline

Submission Deadline:
Proposals must be delivered on/before 10:00 AM, October 7, 2026, to The Office of Strategic Planning & Community Development, Malden City Hall, Room 350, 215 Pleasant St, Malden, MA 02148. Proposals submitted after this time will not be accepted.
