Request for Proposals (RFP) - Labor Only Installation of Windows
Creekside Village - 2311 Palmetto St., Florence, SC
The Housing Authority of Florence (HAF) is soliciting Request for Proposals (RFPs) for labor only to install windows at Creekside Village, a three‑story building containing 220 windows.
All proposals must be mailed or hand‑delivered no later than 3:00 PM EST on Monday, August 31, 2026.
Proposals must be submitted in a sealed envelope clearly marked:
"Request for Proposals to Install Windows at Creekside Village - Attention: Bosco Locklear"
Proposals must include:
- Price proposal
- Copy of valid South Carolina General Contractor License
- All required bonding and insurance documentation
- Attached: Shop drawings and window elevations
Scope of Work
- Contractor is responsible for providing all labor and materials, including lift equipment, foam, caulking, screws, and any necessary drywall and paint to finish interior window trim.
- Contractor must transport windows from the HAF storage facility located at 400 E Pine St., Florence to the job site.
- Contractor must remove old windows and construction debris daily. Windows may not be left on the grounds overnight. Debris must be placed in a large dumpster or hauled away each day.
Mandatory Meetings
- Pre-Bid Conference: August 17, 2026 at 9:00 AM - On-site at Creekside Village
- Pre-Construction Conference: Date to be determined and announced after award.
Insurance Requirements
Before commencing work, the contractor and all subcontractors must provide a Certificate of Insurance showing the following coverage:
General Liability Insurance
A combined single limit for bodily injury and property damage of not less than $500,000 per occurrence, to protect the Contractor and each Sub-Contractor against claims for bodily injury or death and damage to the property of others.
Workers' Compensation & Employer's Liability
Not less than $500,000 per occurrence
Bonding Requirements
1. Bid Guarantee
- Required for construction contracts exceeding $350,000
- Must equal 5% of the bid price
- Acceptable forms: bid bond, certified check, or irrevocable letter of credit
- Must comply with solicitation requirements
2. Payment & Performance Bond
- Required for contracts exceeding $350,000
- Must equal 100% of the total contract price
- Must be provided within 14 calendar days of contract notice
- Acceptable Surety Companies
3. Must be listed in U.S. Treasury Circular 570
These bonds must be obtained from guarantee or surety companies acceptable to the U.S. Government and authorized to do business in the State where the work is to be performed. Individual sureties shall not be considered. U.S. Treasury Circular Number 570 list companies approved to act as sureties on bonds securing Government contracts, the maximum underwriting limits on each contract bonded, and the State in which the company is licensed to do business. Use of companies on this circular is mandatory. Copy of the circular may be downloaded at U.S. Department of Treasury website:

Individual sureties are not permitted.

Award of Contract
Contract award will be made in writing to the most qualified, responsive, and responsible bidder, in accordance with 2 CFR 200.320(d)(5).
The Housing Authority of Florence reserves the right to accept or reject any and all proposals.
