REQUEST FOR PROPOSALS REVENUE AUDIT FOR THE CITY OF JACKSONVILLE

The City of Jacksonville seeks proposals in response to this Request for Proposals (RFP) from firms specializing in the analysis and correction of utility system (examples include: water, wastewater, stormwater, solid waste) under billings and miss-billings, with the intent of improving accountability and rate payer equity, thereby increasing revenue for the City. Sealed Bid responses will be received at the City of Jacksonville – City Hall, 315 S. Ragsdale St., Jacksonville, TX 75766 until 2:00 p.m. on Monday, November 25th, 2024, at which time and place the proposals will be publicly opened and read aloud and retained by the City for tabulation, checking and evaluation. Proposals received by the City after the submission deadline will be considered void and unacceptable. The City is not responsible for lateness or non-delivery of mail, courier, etc.

Submissions should include one (1) original and (3) copies of the proposal, along with one (1) digital copy, Fax or email copies will not be accepted. Incomplete or late proposals will be considered non-responsive and will not be reviewed. Each proposal must be complete when submitted. In case of ambiguity or lack of clearness in stating proposal price, City reserves the right to adopt the most advantageous service thereof or to reject any or all bids. No bid may be withdrawn within ninety (90) days after date on which bids are opened.
