Request for Proposals
for
Prequalification of Informal Bid Contractors
City of Corcoran
Date: July 13, 2026
Introduction:
The City of Corcoran is seeking proposals from qualified contractors for inclusion on our
List of Informal Bid Prequalified Contractors. This process is part of our adherence to the
California Uniform Construction Cost Accounting Act (CUCCAA), which allows for the
streamlined handling of informal bids for various construction projects. The City of
Corcoran complies with the provisions of the Uniform Public Construction Cost Accounting
Act (UPCCAA) for all projects that fall within the informal bid range. The informal bidding
procedures outlined by the UPCCAA will be followed in selecting contractors for the listed
projects, ensuring efficiency and transparency in compliance with Sections 22034 and
22032 of the Public Contract Code. Additionally, all construction projects must comply
with the Davis-Bacon Act, requiring the payment of prevailing wages to laborers and
mechanics employed on construction projects. Contractors will be required to adhere to
these wage requirements, including the submission of certified payroll records as part of
project compliance.
Project Overview:
The City of Corcoran anticipates several upcoming construction projects valued between
$75,000 and $220,000 that will require informal bidding as outlined by UPCCAA. In
compliance with CUCCAA, we are establishing a list of prequalified contractors who will be
eligible to participate in these informal bidding opportunities for projects in this range. The
City reserves the right to handle projects under $75,000 via force account, purchase
orders, or negotiated contracts, in accordance with UPCCAA provisions.
