1. PROPOSAL SUMMARY
The City of Arlington, Washington ("City" or "Owner") is requesting sealed proposals from
qualified manufacturers for the design, fabrication, delivery, start-up, and training associated
with a premanufactured sanitary sewer lift station for the Island Crossing Lift Station 11
Upgrade project.
This procurement is a criteria-based selection and will not be awarded solely on the basis of
lowest price. Proposals will be evaluated and ranked using the criteria set forth in this Request
for Proposals ("RFP"), and the proposal receiving the highest overall score may be
recommended for award.
The project goal is to replace the existing Lift Station 11 wet well pumps and exterior
controller with a new premanufactured lift station. A separate General Contractor will install a
new wet well, make sewer pipe connections, prepare the foundation for the premanufactured lift
station, and install the premanufactured lift station furnished under this procurement.
All equipment furnished under this RFP shall comply with applicable requirements of
the Washington State Department of Ecology Criteria for Sewage Works Design ("Orange
Book") and the Premanufactured Lift Station Specifications attached to this RFP.

2. PROPOSAL INSTRUCTIONS
2.1 Instruction to Proposers
The City of Arlington is seeking proposals from qualified manufacturers to design, fabricate,
deliver, and provide start-up and training services for a premanufactured sanitary sewer lift
station meeting the requirements of this RFP. The successful proposer shall furnish a complete
premanufactured lift station package and associated manufacturer support services as
described herein.
A separate General Contractor will be responsible for installation of the wet well, sewer pipe
connections, foundation preparation, and physical installation of the premanufactured lift
station.
2.2 Proposal Due Date and Submission
Four copies of the proposal must be received in a sealed envelope by the City no later than 2:00
PM on May 28, 2026. Late proposals may be rejected as non-responsive.
Submitted proposals must be enclosed in a sealed envelope and clearly identified with the
proposal name and project number. The outside of the sealed envelope should be clearly
marked:

2.3 Submittal of Proposal
Submitted proposals must be in a sealed envelope addressed to the City of Arlington Public
Works Administration building as follows:

2.4 Non-Mandatory Pre-Proposal Meeting
A non-mandatory pre-proposal meeting will be held at 10:00 AM on May 21, 2026 at the public
works administration building. All prospective bidders are invited to attend this meeting.

2.5 Proposal Format and Page Limitation
Proposers shall limit their proposals to no more than 25 double-sided pages. Page size shall
be 8.5 inches by 11 inches with a minimum 12-point font size. Proposals exceeding this limit
may be considered non-responsive and subject to disqualification. A single page, one side,
cover letter will be included with the proposal and not be counted toward the proposal 25 page
maximum double-sided page limit.
2.6 Washington State Prevailing Wage Requirements
Even though this is an equipment procurement RFP, the nature of the premanufactured sewer lift
station design is specific to a larger City Public Works project, the Lift Station 11 Upgrade Project;
as such, Washington state prevailing wage law (RCW 39.12) will apply to the manufacturer and
delivery of this equipment. It is the responsibility of the Proposer to ensure pricing for the
premanufactured sewer lift station included with the submitted proposal is compliant with
Washington state prevailing wage law.

Unauthorized contact with other City personnel regarding this solicitation may be grounds for
disqualification.
3. SCOPE OF PROCUREMENT
The successful proposer shall provide all services, labor, materials, equipment, documentation,
and support necessary to furnish a complete premanufactured sanitary sewer lift station
package suitable for the City's intended application.
At a minimum, the procurement shall include:
1. Design of the premanufactured sanitary sewer lift station package.
2. Fabrication and assembly of the lift station components.
3. Delivery of the completed system to the project site.
4. Start-up services following installation by the General Contractor.
5. Training services for City operations and maintenance personnel.

6. Coordination with the City and a City selected General Contractor as needed during
design, fabrication, delivery, installation, and commissioning.
The General Contractor, under a separate contract, will install the wet well, prepare the
foundation, make sewer pipe connections, and install the premanufactured lift station furnished
under this RFP.
4. TECHNICAL REQUIREMENTS
4.1 General Requirements
The proposed premanufactured sanitary sewer lift station shall be designed and furnished to
replace the existing Lift Station 11 wet well pumps and exterior controller and shall be suitable
for municipal sanitary sewer service.
4.2 Design Compliance
All equipment and materials furnished under this RFP must comply with:
* Applicable requirements of the Washington State Department of Ecology Criteria for
Sewage Works Design ("Orange Book"); and
* Premanufactured Lift Station Specifications attached to this RFP.
4.3 Minimum Services to Be Provided
The proposer shall include, at a minimum:
* Manufacturer design services for the premanufactured lift station package;
* Fabrication of the complete system;
* Delivery to the project site identified in this RFP;
* Manufacturer start-up assistance after installation;
* Operator and maintenance training for City staff;
* Submittal of shop drawings, product data, operation and maintenance information, and
warranty documentation.
4.4 Coordination During Design Phase
Because the lift station will be installed by others, the proposer shall provide sufficient
engineering and technical support during the design phase to allow proper coordination of:
* Foundation requirements;
* Dimensional and installation requirements;
* Utility and connection requirements;

* Control interface requirements;
* Any other information reasonably necessary for successful installation and
commissioning.
5. Proposal Content Requirements
To be considered responsive, each proposal should include the following information in the order
listed below.
5.1 Cover Letter
Provide a signed cover letter identifying the proposal name and project number, the proposer, a
statement confirming the proposer's interest in the project, a statement that the attached
proposal is being submitted for the referenced project, and a statement certifying that the
proposal is valid for a 90-days following the due date. The cover letter must be signed by an
officer of the proposing firm that has the authority to tender a proposal offer.
5.2 Firm Qualifications and Experience
Provide a description of the proposer's firm, including:
* Years in business;
* Relevant experience manufacturing premanufactured sanitary sewer lift stations;
* Experience with comparable municipal projects;
* Key staff or technical resources that will support this project.
5.3 References
Provide references for similar projects, including owner name, project location, contact person,
phone number, email address, and brief project description.
5.4 Experience in the Puget Sound Region
Describe the proposer's previous delivery of pre-packaged lift station systems in the Puget
Sound Region, including:
* Number of systems delivered;
* Approximate dates;
* Agency or owner names;
* Scope and type of systems provided.
5.5 Service Availability
Describe the proposer's service capabilities, including:
* Availability of local or regional field service support;
* Emergency response capability;

* Availability of replacement parts;
* Technical support resources available after delivery and start-up.
5.6 Proposal Price
Provide a clear price proposal identifying the total proposed price for the lift station
procurement. Include any assumptions, exclusions, optional items, and any separate pricing for
start-up or training if not included in the base price.
5.7 Warranty
Describe the proposed warranty for the lift station and associated components, including:
* Warranty duration;
* Covered components;
* Manufacturer responsibilities;
* Procedure for warranty service.
5.8 Schedule
Provide a project schedule showing the anticipated time from contract award to delivery at the
project site. Identify major milestones, including:
* Design and submittal period;
* Fabrication duration;
* Delivery date;
* Availability for start-up and training.
5.9 Engineering Services During Design Phase
Describe the engineering and technical services the proposer will provide during the design
phase, including:
* Coordination with the City and General Contractor;
* Review of installation requirements;
* Shop drawing and submittal support;
* Response to requests for information;
* Assistance with integration of the premanufactured system into the overall project.
5.10 Exceptions
Clearly identify any exceptions, deviations, or clarifications to the requirements of this RFP.
Failure to identify exceptions may be interpreted as proposer acceptance of the RFP
requirements.

6. Evaluation and Selection
This is a criteria-based procurement. Proposals will be evaluated based on qualifications,
technical merit, service capability, schedule, warranty, regional experience, engineering support,
and price. The City reserves the right to determine responsiveness and responsibility and to
award to the proposer whose proposal is determined to be in the best interest of the City.
Scoring Criteria
Proposals will be scored and ranked using the following criteria:
1. Experience/References - 10%
2. Previous pre-packaged systems delivered to Puget Sound Region - 20%
3. Service availability - 20%
4. Lift Station Price - 15%
5. Lift Station Warranty - 10%
6. Schedule from contract award to delivery to site - 10%
7. Engineering services during system design phase - 15%
The proposal receiving the highest total score may be selected and recommended for award.
The City reserves the right to:
* Reject any or all proposals;
* Waive minor informalities or irregularities;
* Request clarifications or additional information from proposers;
* Conduct interviews or discussions if deemed necessary;
* Negotiate final scope, schedule, and pricing with the highest-ranked proposer;
* Award the contract in the manner deemed most advantageous to the City.
7. Delivery and Performance Requirements
The successful proposer shall deliver the completed premanufactured lift station to:

The proposer shall coordinate delivery timing with the City and the General Contractor to support
project installation requirements. The proposer shall also provide start-up and training services
at a mutually agreed date following installation.

8. Terms and Conditions
8.1 City Rights
The City reserves the right to amend, postpone, or cancel this RFP at any time and to reject any
or all proposals.
8.2 Proposal Costs
All costs incurred in the preparation and submission of a proposal are the sole responsibility of
the proposer.
8.3 Ownership of Proposals
All proposals submitted in response to this RFP shall become the property of the City.
8.4 Contract Award
Issuance of this RFP does not obligate the City to award a contract. Any award will be subject to
the City's review, approval, and execution of a mutually acceptable agreement or purchase
order.
8.5 Compliance with Laws
The successful proposer shall comply with all applicable federal, state, and local laws,
regulations, codes, and standards relevant to the manufacture, delivery, and support of the
equipment furnished under this procurement.
END OF RFP
PREMANUFACTURED LIFT STATION BID SPECIFICATION
Part I - GENERAL
1.1 WORK INCLUDED
A. GENERAL DESCRIPTION
In general, work shall consist of provision and delivery of a packaged (premanufactured) sanitary sewer
pumping system (Lift Station) that has been certified by Underwriters Laboratories (UL) and specifically
falls under their "QCZJ" listing, signifying that the entire pumping system, including pumps, controls, and
electrical components, meets safety standards for packaged pumping units. The packaged sanitary
sewer pumping system shall be a pre-assembled, tested, and certified pump station for reliable
operation for municipal sanitary sewer needs.
The contractor shall furnish and deliver to the project site a factory designed and assembled lift station
control building with all necessary electrical controls and accessories specified herein. The building
shall be anchored to a concrete floor slab as required by the building manufacturer. The concrete slab
will be designed by others and constructed by the onsite contractor chosen by the owner.
The principal components of the packaged sanitary sewer pumping system shall include, but not be
limited to, the following:
- Pump Station Modular Building
- Building Environmental controls
- Convenience Accessories
- Piping and Valves
- Pumps and Accessories
- Pump Control System
- Telemetry System
- Electrical System
- Emergency Generator
- Automatic Transfer Switch
B. ALTERNATES
The contractor may, provide an alternate proposal to the base bid. The amount to be added or deducted
from the base bid, for a system provided by other system manufacturers, must be indicated with the
alternate quotation. This amount shall include all cost or savings, which will result from the proposed
alternate and will include any special expenses incurred by anyone affected by the offered alternate.
This shall include, but is not limited to, greater energy cost due to less efficient equipment, required
greater installation space, or any other item with which this system is to be interfaced.
In order for an alternate to be considered, it will be necessary for the contractor to provide one set of
written information completely describing the alternate with the bid package. Should the alternate or the
information describing the alternate fail to describe its capability in meeting the job requirements, or if
the contractor fails to furnish complete information, the engineer shall regard the proposal as an inferior
alternate and disregard the alternate bid.
C. REQUIRED INFORMATION FOR CONSIDERATION OF ALTERNATE
This information shall include complete mechanical dimensions, electrical details and specifications of
every value, meter and other instrument to be provided by this section. If a microprocessor or any other
similar programmable system is being provided, manufacturer's literature of each of the required two
sources shall be provided.

System sketches shall be provided of the hydraulic processes identifying the locations schematically of
all process equipment being provided by this contract and the schematic location of the devices being
provided in relation to the process equipment.
A written system description of how the control system interacts with the process equipment is to be
provided.
A system sketch shall be provided indicating the relationship of telemetry equipment to the system.
A sketch shall be provided of the main control panel, indicating the enclosure size and relative location
of the panel mounted equipment.
All panel-mounted equipment is to be identified on this panel sketch so that their existence can be
checked and functional relationships determined.
Failure to receive the above information at time of proposal submittal will be considered non-responsive
and will be cause to reject the alternate. Information submitted with the proposed alternate bid will be
used to determine qualifications and quality only of the alternate system supplier and acceptance of the
alternate is not to be interpreted as a revision to the requirement of this specification.
D. SYSTEM COORDINATION AND SINGLE SOURCE RESPONSIBILITY
The equipment provided shall be a completely integrated microprocessor based automatic control and
monitoring system consisting of the required controller, power equipment, motor starters, level/flow and
alarm monitoring equipment in a factory wired and tested assembly. The automatic control and
alarm/monitoring system components shall be standard, catalogued, stocked products of the system
supplier to assure one source responsibility, immediately available spare/replacement parts, proper
system interconnections and reliable long term operation.
E. FIELD SUPERVISION
The services of a factory trained, qualified representative shall be provided to inspect the completed
installation, make all adjustments necessary to place the system into trouble-free operation, and instruct
the operating personnel in the proper care and operation of the equipment once installed and after the
project is substantially completed.
F. GUARANTEE
All equipment shall be guaranteed against defects in material and workmanship for a period of one year
from date of owner's final inspection and acceptance to the effect that any defective equipment shall be
repaired or replaced without cost or obligation to the owner.
