Section I
Summary Introduction
Introduction
Gunnison County Public Works is requesting sealed proposals from qualified asphalt paving
contractors to furnish and place hotmix asphalt (HMA) for multiple County Road approaches
throughout Gunnison County, Colorado. All asphalt placed under this contract shall meet current
CDOT specifications for mountain paving conditions.
Gunnison County will provide all traffic control and all dirt work / subgrade preparation. The
contractor will be responsible for asphalt production, placement, compaction, and quality control
testing as specified. A bid alternate exists for hauling/trucking of material where either the contractor
or the County will be responsible for this task.
Gunnison County wants to be a supportive and collaborative owner of this contract. The successful
delivery of road paving is important to the annual safety and maintenance of the public roadways.
Responses to this Request for Proposal (RFP) will be used to identify a qualified contractor to lead this
project.

Section II
Project Scope
Project Description:
A. Project Locations and Quantities
The project consists of paving work at the following County Road approaches. Lengths are
approximate and will be field fit. "Quads" refer to heavy-haul tandem trucks with drop axles that
carry approximately 28 tons.
1. Park and Bevington (CR 16 & CR 19): Approach - 400 ft - 8 quads;
2. Bassel Road (CR 10C): Approach - 80 ft - 2 quads;
3. Cranor Subdivision (CR 10C): Approach - 80 ft - 2 quads;
4. Candlelight Lane (CR 10F): Approach - 150 ft (both sides of well house) and paving of island
between mailboxes and CR 10 - 4 quads;
5. Lost Canyon (CR 743): Approach - 150 ft - 4 quads;
6. Allen Lane (CR 8 off CR 730): Approach - 300 ft - 6 quads;
7. Wiley Lane (CR 818): Approach - 250 ft - 6 quads;
8. Miller Lane (CR 7): Approach - 100 ft - 4 quads;
9. Stubbs (CR 41): Approach - 80 ft - 2 quads;
10.Hartman's Entrance: Approach - 80 ft - 2 quads;
11.CR 44 (Woods Gulch Cutoff / Quartz Creek): Approach - 120 ft - 2 quads;
12.CR 771 (Gold Creek): Approach - 80 ft - 2 quads;
13.Kebler Pass Overlay - From Crested Butte Town Limits to Trappers Curve - approx. 1,600 ft
at 22ft width;
The bid assumes a mat thickness of 3 inches. Exact paving widths, tieins, and limits will be
reviewed with the contractor during a preconstruction meeting. Alignment with CDOT
Section 401, CP 52, and/or the CAPA design guide for HMA mix design.
B. The contractor is responsible for:
1. Producing and/or supplying HMA meeting CDOT mountain-region specifications;
2. Place and compact asphalt;
3. Perform compaction testing;
4. Shape, finish, and uniformly match existing roadway and approach grades;
5. Conduct any required QC testing;
6. Coordinate daily operations with County Public Works staff;
7. Protect adjacent surfaces and infrastructure during paving;
8. Complete all cleanup work after paving.
Alternate A:
1. Contractor provides trucking of material to job site location and includes this cost in the per-ton rate.
The County does not truck materials. Please provide two separate cost breakdowns.

C. County responsibilities:
1. All traffic control;
2. All subgrade preparation and dirt work;
3. Trucking of asphalt to the sites unless Alternate A is awarded.
CI. Additional Information about scope:
1. Overnight parking accommodations during the project can be arranged in advance in Gunnison
or Crested Butte.
2. Prices are expected to be expressed on a per ton basis.
3. Contractor shall supervise and direct the Work competently and efficiently, devoting such
attention thereto and applying such skills and expertise as may be necessary to perform the
Work in accordance with the Contract Documents. Contractor shall be solely responsible for
the means, methods, techniques, sequences, safety, and procedures of construction (paving).
4. Contractor shall assign a competent resident superintendent who is to be present at all times
during the execution of the Work.
5. Contractor shall at all times maintain good discipline and order at the Site.
6. Except as otherwise required for the safety or protection of persons or the Work or property at
the Site or adjacent thereto, and except as otherwise stated in the Contract Documents, all
Work at the Site shall be performed during regular working hours, Monday through Friday.
7. Unless otherwise specified in the Contract Documents, Contractor shall provide and assume
full responsibility for all services, materials, equipment, labor, transportation, construction
equipment and machinery, tools, appliances, fuel, power, light, heat, telephone, water, sanitary
facilities, temporary facilities, and all other facilities and incidentals necessary for the
performance, testing, start up, and completion of the Work, whether or not such items are
specifically called for in the Contract Documents.
8. Contractor shall be solely responsible for initiating, maintaining, and supervising safety
precautions and programs in connection with the Work.
9. Contractor warrants and guarantees to Owner that all Work will be in accordance with the
Contract Documents and will not be defective. Engineer and its officers, directors, members,
partners, employees, agents, consultants, and subcontractors shall be entitled to rely on
Contractor's warranty and guarantee.

Section III
Process
Project Objectives:
A. Work must be completed within the 2026 construction season, with scheduling coordinated
around County traffic control availability.
B. Contractors should include:
1. Estimated start date;
2. Number of mobilizations;
3. Total construction duration;
4. Scheduling constraints or equipment availability limitations.
Schedule:
A. July 1st - Bid submittal;
B. Maximum 2 week County review and follow-up;
C. July 21st - Recommendation to the BOCC and award;
D. July 31st - Project scheduling and NTP.
Selection of Alternate:
The County shall select Alternate A or decline to select Alternate A after evaluation of bid pricing,
scheduling considerations, and operational needs. Only the selected alternate shall become part of
this Contract. The unselected alternate shall be null and void.

Section IV
Submission Requirements
The County shall not be liable for costs incurred in the preparation of a response to this RFP or
in conjunction with any presentation associated with the response to this RFP. Submission
packages should include an electronic version of the proposal in PDF format. Gunnison County
welcomes a creative response to the RFP in any format that best expresses the proposal. Firms
submitting responses to this RFP solicitation must provide the following information and
materials.
A. Interest:
In a brief statement, indicate your interest in the project and our organization.
B. Experience and Professional Qualifications:
In order to assess the capability of the contractor to carry out a quality event, please provide the
following information:
1. The status of the organization (partnership, corporation, etc.);
2. Identification of any principals, partners, and subcontractors that would participate in the
deliverable process, the nature of each participant's role, and a summary of relevant
experience of all key participants;
3. Past experience summary - identification of road paving projects, including location, scale,
date completed, local references, and other relevant factors;
4. Any material which further identifies experience or qualifications of the contractor.
C. Budget:
All Contractors shall provide a pricing schedule that clearly explains how the County will be
charged for the proposed services and an explanation of how unanticipated costs will be
managed for the project. The County expects to be able to understand the total cost and the
cost per ton for each deliverable.
D. Timeline:
The County anticipates this project will occur multiple days during the calendar year of the
contract, to be coordinated with the County. Paving is constrained by weather and any agreed
upon schedule can be modified to ensure project success. The contractor should provide the
estimated start date, number of mobilizations, work duration, and any scheduling constraints. If
this timeline is not acceptable, please provide your own schedule with ample justification for the
proposed timeline.
E. Contractor Point of Contact:
Please identify the person in your organization who will serve as the point of contact, including
name, email, address, and telephone.

F. Proposal:
Contractors' proposals must include responses to all requirements contained within the Objectives
Section of this RFP. By submitting a proposal, your firm agrees to all applicable provisions, terms, and
conditions associated with this RFP. This RFP, your submitted proposal, all appendices and
attachments (if applicable), and stated terms and conditions may become part of the resulting contract.
G. County Contact:
Questions generated by respondents and subsequent answers by the owner will be answered and
posted on the County website at: https://www.gunnisoncounty.org/Bids.aspx. The County will answer
questions from potential respondents only in writing, no verbal responses shall be considered binding.
All such questions and the County's answers will be provided by numbered Addendum, by email and
by public publishing. Please email questions to: Martin Schmidt, Assistant County Manager for Public
Works, at: mschmidt@gunnisoncounty.org Please allow 2-3 work days for responses. No answers will
be provided after June 29, 2026.
A question and answer meeting will be hosted on Microsoft Teams on June 17th at 10am.
Please contact Martin Schmidt for the meeting details and login information. All proposals must be
submitted digitally to Martin Schmidt, Assistant County Manager for Public Works at
mschmidt@gunnisoncounty.org. Proposals must be received no later than 4 pm on July 1, 2026.

Section V
Evaluation Criteria and Review Process
In addition to the qualifications of the contractor team, the evaluation of each proposal will be based
on the degree to which the proposal meets the objectives outlined in this RFP. Representatives of
Gunnison County will assess the degree to which each proposal meets the requirements and responds
to the preferences stated herein. The County reserves the right to reject any or all proposals. The
proposal or proposals viewed most favorably may be asked to present their proposal in person or
virtually and participate in discussion with representatives of Gunnison County about their proposal.
A contractor may then be selected and a contract may be offered. The County reserves the right to
consider alternatives, to waive irregularities, to re-solicit, or reject all proposals on both an individual
and general basis.
A. Evaluation Criteria (CRS 24-93-106):
1. Price;
2. Design and technical approach to the project;
3. Past Performance and experience;
4. Project management capabilities, including financial resources, equipment, management
personnel, project schedule, and management plan;
5. Supplemental Criteria.
Contractors should expect that submitted proposals will be public documents unless arrangements are
made in advance for confidential financial information or other information which may be protected
by state law. Bid tabulation that includes the Company name and "Not To Exceed" price will be
publicly available without a CORA request.
Final selection authority rests with Gunnison County.
Any resultant contract shall be awarded with reasonable promptness by appropriate notice to the best-
value bidder, which may not necessarily be the lowest-price bidder. The department Director is
authorized to attempt to negotiate an adjustment of the price and/or the Scope of Work with one or
more of the bidders.

Section VI
General Conditions
Reserved Rights:
The County reserves the right to:
1. Modify or terminate the selection process or contract at any time;
2. Waive minor irregularities;
3. Reject any and/or all responses to this RFP and seek new proposals when it is in the
best interest of the County to do so;
4. Seek clarification or additional information from respondents as it deems necessary to
the evaluation of the response;
5. Request any additional information or evidence from individual respondents, including
but not limited to financial status;
6. Judge the respondent's written or oral representations as to their veracity, substance and
relevance, including seeking and evaluating independent information on any contractor
team members;
7. Incorporate this RFP and the selected team's response to this RFP as a part of any
formal agreement between the County and the respondent;
8. Modify the development opportunities available to potential development teams;
9. Require the use of the County Standard Professional Services Agreement for contract terms.
Hold Harmless:
By participation in this RFP process, contractors agree to hold harmless Gunnison County their
officers and employees from all claims, liabilities and costs related to all aspects of the contractor
selection process.
Payment Bonds:
Pursuant to C.R.S 24-105-202, all contractors involved in Public Works projects that are greater than
$50,000 are required to provide a payment bond, ensuring payment in accordance with the conditions
outlined by Colorado law. A payment bond satisfactory to the state, executed by a surety company
authorized to do business in this state or otherwise secured in a manner satisfactory to the State, for the
protection of all persons supplying labor and material to the contractor or its subcontractors for the
performance of the Work provided for in the contract. The bond shall be in an amount equal to or
exceeding fifty percent (50%) of the price specified in the contract.
Performance Bonds:
Pursuant to C.R.S 24-105-202, all contractors involved in Public Works projects that are greater than
$50,000 are required to provide a bond to secure the performance of their work for one year from the
completion of the contract scope. A performance bond satisfactory to the State, executed by a surety
company authorized to do business in this state or otherwise secured in a manner satisfactory to the
State, in an amount equal to or exceeding fifty percent (50%) of the price specified in the contract is
required.
