Summary
The Land Clearance for Redevelopment Authority of the City of St. Louis (LCRA) is issuing a public Request for Proposals (RFP) for the redevelopment of the Municipal Courts Building (the “Property”, or the “Building”) located at 1320 Market Street. The Property was constructed between 1909 and 1911 and housed various courts and agencies until its closure in 2001. It has remained vacant and steadily declined in condition in subsequent years.
The intention of this RFP is to solicit proposals from developers (“Respondents”) that will contract to purchase or lease the Property and complete the redevelopment (the “Redevelopment”) of the Property according to terms, provisions, and conditions determined by the St. Louis Development Corporation (SLDC) staff. Other terms and conditions may be developed in response to specific Proposals and incorporated into agreements that may be necessary to implement incentives for the Redevelopment.
SLDC and LCRA are working proactively to create a clear path towards redevelopment of the property by assisting the City to solicit proposals that will be presented to the Board of Estimate and Apportionment and the Board of Aldermen for further consideration. LCRA will continue to engage with neighborhood stakeholders—including the Comptroller, the 14th Ward Alderperson and SLDC Neighborhood Manager—to identify potential development obstacles and opportunities, and determine appropriate levels of development incentives.
