The Texas Comptroller of PublicAccounts (CPA), an agency of the State of Texas, issues this Request for Proposals(RFP) to solicit Proposals from qualified vendors for Moody’s Analytics GoldService package, or its equivalent, as described in this Section II and in thisRFP (Services). CPA’s objectiveis to obtain the Services that represent the best value for CPA and the Stateof Texas according to the terms and conditions of this RFP.

CPA anticipates making a Contract award toone (1) Successful Respondent for the Services. CPA reserves the right not toaward a Contract for the performance of all or part of the Services. This RFPis not exclusive and CPA reserves the right to issue additional solicitationsregarding the Services or similar services at any time. All Respondents areencouraged to offer their best pricing at all times.

All costs associated with the Services must beincluded in the Respondent’s Proposal. Proposals that do not meet all of therequirements or contain all of the required documentation specified in this RFPwill be rejected as non-responsive.

These specifications are being advertised under Section2155.067 of the Texas Government Code. Only bids on items conforming exactly tothese specifications, which include proposing only the brand name(s), make andmodel number(s) specified, will be considered in determining a Contract award.
