The County of Cumberland, Maine is requesting written proposals for inmate health care services
and to operate and manage the inmate health care program at the Cumberland County Jail (CCJ)
in Portland, Maine.
This Request for Proposal (RFP) contains the key information and requirements for respondents
to address. It is the intent of the RFP process to receive proposals prepared in accordance with this
RFP and consistent with the scope of services required. Innovative ideas for management of
Cumberland County inmate health care program will be welcomed.

Section 1- INSTRUCTIONS
RESPONSE INSTRUCTIONS
Proposals must follow the rules and format established within this RFP. Adherence to these
rules will ensure a fair and objective analysis of all Proposals. Failure to complete or comply
with any portion of this request may result in rejection of a Proposal. Bidders must submit
their Proposal in accordance with these instructions and Section 6 (Proposal Format and
Forms).
COSTS OF RFP PREPARATION AND SUBMISSION
Each Bidder shall be responsible for all costs incurred to prepare and submit their response
to this RFP.
PROPOSAL SUBMISSION
ONE (1) ORIGINAL HARD COPY WITH ORIGINAL SIGNATURES AND ONE (1)
FLASH DRIVE THAT CONTAINS AN ELECTRONIC COPY OF THE BID
PROPOSAL ARE REQUIRED. The electronic copy should be a PDF file that is exactly
the same as the hard copy. The original and electronic copies of each Proposal must be
contained in a single SEALED envelope/package addressed to:

The outside of the envelope/package must be clearly marked with the following: “INMATE
HEALTH CARE SERVICES PROPOSAL FOR CUMBERLAND COUNTY JAIL,”
the Bidder’s name, and the bid due date.
If alternative Proposals are offered by a Bidder, each Proposal shall be submitted separately
in the same format as the initial proposal.
Bid proposals must be delivered by 3:00 pm ET, March 2, 2026 to the address above. It is
the sole responsibility of the Bidder to see that their completed Proposal is received by the
closing time. The County will in no way be responsible for delays caused by the mail carrier
or any other method of delivery. Any Proposal received after the due date and time will be
eliminated from consideration and returned to the Bidder unopened. Untimely Proposals
which are opened in error will not be considered.
MANDATORY PRE-BID CONFERENCES TOURS
A mandatory Pre-Bid Conference/Tour will be held at the CCJ on January 14, 2026 at 9:00 am
ET. Please respond to Danna Yates with the names of no more than 3 individuals who will be
attending the Pre-bid Conference/Tour no later than January 12, 2026 at

in an automatic disqualification of a proposal.

Inquiries may be made up to 3:00 pm E.T., January 23, 2026. Responses to inquires will be
provided to each Bidder that attended the mandatory Pre-Bid Conference/Tour by February
6, 2026. If required, an addendum will be issued as provided in this RFP.
EVALUATIONS
After the public opening of the proposals, an Evaluation Team comprised of County officials
and employees will evaluate the Proposals and make a recommendation to the County
Commissioners. The County Commissioners are responsible for awarding any Contract
made pursuant to this RFP. Selected Bidders may be invited to make oral presentations to
the Evaluation Team and/or Commissioners during the evaluation process. The County
Commissioners may award a Contract based on initial Proposals received, without discussion
of such Proposals.
The Evaluation Team will evaluate Proposals on a variety of quantitative and qualitative
criteria. Proposals will only be considered from respondents that demonstrate a professional
ability to perform the scope of services outlined in this RFP. The County reserves the right
to investigate the financial condition, experience record, and personnel of Bidders to
determine the ability of a Bidder to perform the services required.
The County reserves the right to reject any and all Bids and to accept any Bid, or portion of
a Bid. Except as otherwise provided by law, the decision to award a Contract pursuant to this
RFP will be based on a best-value analysis and the County’s purchasing policies, taking into
consideration the qualities of the goods or services to be supplied, their conformity with the
specifications in this RFP, the purposes for which they are required, and the best interest of
the County. The lowest priced Bid may not necessarily be selected.

Section 3- CCJ BACKGROUND
This Request for Proposals (RFP) is for medical and health care services at the Cumberland
County Jail (CCJ). The CCJ is located at 50 County Way, Portland Maine. The CCJ is nationally
accredited by the American Correctional Association (ACA) and the National Commission on
Correctional Health Care (NCCHC), and is also Prison Rape Elimination Act (PREA) certified.
Overall, the Cumberland County Corrections Department relies on about 140 staff members,
consisting of both Corrections Officers and civilians, to administer services at the CCJ. Inmates
are housed in three pods on multiple levels.
As the largest jail in the State of Maine, the CCJ serves a very diverse population and has
developed several highly effective initiatives focused on inmate health care, rehabilitation, and
community reentry. Cumberland County’s mission is to provide a healthy, safe, secure, humane,
and cost-effective environment in which to detain persons alleged or convicted of crimes. As
such, Cumberland County desires to obtain optimal inmate medical, dental, and behavior health
services, including Medical Assisted Treatment (MAT) and reentry assistance services for
inmates.
The CCJ has an authorized rated capacity of approximately 570 to 600 inmates with the current
average daily population of approximately 240 inmates. Bidders are instructed to submit a bid
based on an average daily population ranged 400 to 450 inmates.
Cumberland County recently invested nearly $10 million in federal pandemic recovery funds in
the CCJ and built an entirely new medical wing. The upgraded facilities contain a dedicated
pharmacy, a new dental care suite, six isolated units for sick patients, exam rooms, a nurse’s
station, and new medical administration offices.
