1.10.2 REVISE Conduit Note and ADD cabling requirements and panel note
BIDDERS QUESTIONS
Q1. The concrete pavement refers to CP500 for the details. On CP500, the detail refers to WVDOH standard
sheet PVT1 and PVT4 for steel reinforcement. I've reviewed those two sheets and they only appear to deal
with construction joints and load transfer with doweling. I apologize if I've missed the reinforcing details, but
could you please specify what reinforcing steel will be required in these concrete pads?
A1. All concrete pavement shall be reinforced with 6x6-W4.0xW4.0 welded wire reinforcement, placed
at mid-depth of the slab unless otherwise shown. Contractor shall submit a jointing plan for review
and approval. Note 8 has been added to Sheet CP100 for reinforcing requirements.
"8. ALL CONCRETE PAVEMENT SHALL BE REINFORCED WITH 6X6-W4.0XW4.0 WELDED WIRE
REINFORCEMENT, PLACED AT MID-DEPTH OF SLAB UNLESS OTHERWISE SHOWN.
REINFORCEMENT SHALL BE SUPPORTED ON CHAIRS OR APPROVED SUPPORTS. PULLING
WELDED WIRE REINFORCEMENT INTO POSITION DURING CONCRETE PLACEMENT WILL NOT
BE PERMITTED."
Q2. Will there be any rebar required in the curb and gutter?
A2. Continuous reinforcing steel is not required within the curb and gutter. Where the curb and gutter
abuts concrete pavement, the longitudinal joint shall be constructed with tie bars or tie bolt
assemblies in accordance with WVDOH Detail PVT6, Combination Concrete Curb and Gutter Type
1. The Contractor shall construct the curb and gutter using an approved method consistent with
the detail and the approved jointing plan.
Q3. Would it be acceptable to use a different trench drain than the one specified?
A3. Yes. The trench drain shown is the basis of design. An alternate trench drain product may be
submitted for review after award, provided it is equal to or better than the basis of design and is
compatible with the proposed grading, drainage layout, pipe connections, concrete pavement, and
fuel farm operations. At a minimum, it shall provide equivalent or greater hydraulic capacity, load
rating, grate durability, chemical/fuel exposure resistance, and constructability within the
dimensions and elevations shown on the Contract Drawings. Use of an alternate trench drain shall
not result in additional cost to the Owner or changes to the proposed drainage design unless
approved by the Engineer. The Contractor shall submit product data for review and approval.
Q4. Is there any additional information available on the electrical conduit? Size? Circuit information?
A4. Electrical installation shall include cable and conduit from each of the new fuel tanks to the
existing panel and connection infrastructure to the panel. Each pump shall be fed by 2-1/C #10
AWG XHHW-2 and 1/C #10 AWG XHHW-2 ground in 1-1/4" PVC conduit, unless requirements as
specified by the approved tank manufacturer are different. All conduit, cables, and connection
infrastructure to the panel shall be incidental to the Fuel Tank Installation per the F-10
Specification. See Sheet CP100 revisions (attached herein) for conduit location and notes.
Q5. When do you expect this project to start?
A5. The Airport anticipates issuing an Administrative Notice to Proceed as early as late Summer 2026
to allow the Contractor to begin submittals, permitting, coordination, and procurement of long-
lead items, including the fuel tanks. The Construction Notice to Proceed will be issued separately

and will be coordinated with the successful Contractor, the RPR, and the Airport based on
contractor readiness, material availability, airport operational needs, and required approvals.
Construction may begin earlier than Fall 2026 if mutually agreed and approved by the Airport;
however, the Contractor may also coordinate a later construction start provided the overall
contract requirements and approved schedule are maintained. See revised Sheet GC110 for
Administrative and Construction durations.
Q6. Can a scope of work be provided for what is required for the electrical installation?
A6. See the response to Question 4 (Q4). The contractor shall provide, install, and make all
connections for the conduit and cables from the Fuel Tanks to the existing panel.
Q7. Can you provide a conduit & cable schedule along with a plot plan or routing diagram for conduits including
panel information? Nothing is shown for electrical on the drawings.
A7. See the response to Question 4 (Q4). Sheet CP100 has been revised to include a routing diagram
and panel modifications.
Q8. Will a Drug Free Workplace Affidavit and Non-Collusion affidavit be included in an addendum. They are not
attached to the original bid forms.
A8. Yes. Revised Bid Forms are included with this Addendum and include the Drug Free Workplace
Affidavit and Non-Collusion Affidavit. Bidders shall use the revised Bid Forms and shall submit the
required affidavits with their bid. Failure to submit required bid forms may result in the bid being
considered non-responsive.
MISCELLANEOUS
M1. The Pre-Bid Meeting Minutes (attendees list included) and Pre-Bid Power Point are included with this Addendum.
M2. The Pre-Bid Meeting Minutes and Pre-Bid Presentation are provided for general information only. Formal
responses to bidder questions issued in this Addendum shall govern. If there is a conflict between the meeting
minutes, presentation, Contract Drawings, Specifications, and formal addendum responses, the formal
addendum responses and revised Contract Documents shall govern.
M3. Please acknowledge receipt of this Addendum at the appropriate space on the Proposal Form. This
Addendum shall also become part of the Project Manual for this Contract.
M4. All other provisions of these Specifications and Contract Documents shall remain unchanged and in full effect.

1. Introductions

2. Contract Information
* Contract duration:
a. Modified as part of the addendum to:
1. Administrative Duration: 16 Weeks/112 Consecutive Calendar
Days. This will provide an NTP to allow for the ordering of Long
Lead Items.
2. Construction Duration: 100 Consecutive Calendar Days
* Wage Rates:
a. No federal or state funding is associated with the project, so no Davis-Bacon
requirements or prevailing wage rates apply.
* Award:
a. Award of contract will be based the lowest responsive and responsible bid
that is in the best interest of the airport based on available funding. Priority
of award is anticipated to be Base Bid and Add Alternate 1.
* Bonding & Insurance Requirements:
a. Bid Bond shall be 5% of the contractor's base bid amount.
b. Payment/Performance Bonds will be required of the successful low bidder
in the full amount of the contract.
c. The successful bidder shall maintain and provide proof of insurance
coverage for the duration of the contract that protects the Owner from any
and all liabilities. The successful bidder shall provide evidence of insurance
for Workers' Compensation & Employer's Liability, West Virginia
Deliberate Intent Coverage (West Virginia Code Section 23-4-2, et. seq.),
General Liability, automobile liability, and Umbrella / Excess coverage.

**This was incorrectly stated in the meeting as $1,250. Per the plans and
specifications, the correct amount is $500 per day.
There was an emphasis on timely project completion to minimize impacts to the
fueling operations.
3. Scope of Work
The Base Bid encompasses the design and construction for civil and environmental
elements of Fuel Farm Improvements project. The civil scope is comprehensive of site
preparation, grading, concrete, and storm drain connections. The environmental scope will
include the implementation of erosion and sediment control measures. The scope also
includes purchasing, installation, and permitting for two 4,000-gallon fuel tanks. The
proposed scope may cover Add Alternate 1 (if awarded), to repave the remaining broken
asphalt in the lot.
The major work components include:
* Clear the existing site
* Installing Erosion and Sediment Control Measures
* Install new inlet, drainage pipes, and outfall
* Demolish existing broken asphalt pavement (if Add Alternate 1 is awarded)
* Excavate trenches and install electrical conduit lines
* Install a new trench drain system and pipe connections
* Construct fuel tank foundations
* Construct concrete pads, curbs, and gutters
* Deliver and install proposed fuel tanks
* Place asphalt millings surface course and tie-in grades
* Install new asphalt pavement (if Add Alternate 1 is awarded)
* Perform excavation, grading, topsoiling, seeding, and mulching

There was an emphasis to exercise caution regarding the existing overhead electrical line
in the Fuel Farm lot, as it must remain fully protected and operational throughout the
project.
4. Overall Construction Phasing & Schedule
* Total Project Duration of 100 Consecutive* Calendar Days
a. Lead Time of Fuel Tanks - 12 to 16 weeks
* During the meeting it was highlighted that the project duration/construction
duration will be altered with the addendum.
* The project scope is divided into 4 phases:
a. Phase 1 - Installation of Storm Drain pipe, Inlet, Outfall, Concrete Pad,
Curb and Gutter
b. Phase 22 - Installation of new Fuel Tanks, Concrete Pad, Curb and Gutter
c. Phase 3 - Installation of New Trench Drain, Concrete Pad and Asphalt
millings
d. Phase 4 (see Section 6. Add Alternate 1) - New Asphalt pavement
1 Phases 1, 2, and 3 cannot be completed concurrently.
2 Phase 2 needs to be completed prior to the delivery and installation of the
fuel tanks.
* Coordinate with CRW Maintenance to ensure all existing stockpiled airport
materials have been removed from the site.
* The RPR will coordinate with CRW to ensure that items are removed from Metal
buildings prior to access being restricted.
Maintenance of Traffic
* The Contractor must maintain access at all times to the existing fuel tanks for fuel
deliveries and dispensing. Construction scheduling requires close coordination.
6. Add Alternate 1
The project includes Add Alternate 1 to replace the remaining damaged asphalt areas in
the Fuel Farm lot with new asphalt pavement. If Add Alternate 1 is awarded, this specific
scope of work will be deferred and executed as the final phase (Phase 4) of the project.

loose pdf with final addendum for the use of the Bidder. One (1) original and one
(1) copy shall be submitted with the bid. Bid proposals shall contain forms and
certifications included with Bid Form. The original proposal submitted must be
properly signed. No proposal will be considered which is submitted otherwise than
upon the Form of Proposal or an exact copy thereof. One electronic copy (pdf) of
the bid proposal shall also be submitted.
* One (1) duly executed copy of the Bid Bond ((AIA) Document A310-2010) must
be submitted with the bid unless a proper guarantee check is submitted.
8. Addendum
* Addenda will be emailed to all who are registered plan holders. All Addenda sent
to Bidders will become a part of the Contract Documents.
* Bidder acknowledges receipt of the Bulletins or Addendum(s) in Bid Form page
BID - 2, make sure this is completed. Bidder shall list the number and issuing dates
of the Bulletins or Addendum(s) received.
9. Questions
* What is the typical weekly schedule and duration for jet fuel truck deliveries, and
how are the airport's vehicle fleets topped off?

In the discussion it was stated that jet fuel deliveries occur seven times per
week, with two deliveries each on Mondays, Wednesdays, and Fridays, and
a single delivery on Saturdays. Each delivery process takes approximately
45 minutes to an hour to complete testing and unloading. The same driver
generally handles both daily deliveries, returning roughly four hours after
the initial arrival to become familiar with the site operations. Separately, the
airport tops off its vehicle fleets daily at approximately 3:00 p.m. and 8:00
p.m. to ensure trucks are fully fueled for the following day.
* Do the incoming delivery trucks and the smaller daily fueling trucks have hoses
long enough to stay off the newly poured concrete while it cures?
It was mentioned that the CRW construction team and/or the RPR is
currently verifying existing hose lengths and determining the maximum
available hose length. Because the concrete requires a specific number of
curing days, avoiding truck weight on the surface is critical. Amanda P.
requested that the question be formally submitted in writing to Andrea G.
so the team can provide an official, expedited response regarding the exact
hose lengths needed.
* Will a new fuel tank be placed in front of the metal building door near the trench
drain (Phase 3), and what is the purpose of the new concrete pad in that location?
Amanda P. clarified that both new fuel tanks are located on the bottom right
side of the site for Phase 2, not in front of the building. Mike W. further
explained that the concrete pad is unrelated to the fueling infrastructure and
its purpose is to adjust the grade and create a slight ramp so maintenance
vehicles can enter and exit the metal building without bottoming out or
scraping.
* Why were no core drillings performed directly underneath the final location of the
new fuel tanks, given that the nearest core drill is further out toward the hillside?
Mike W. explained that under the original project plan, the tanks were slated
for the bottom left area (Phase 1) where the core drills were completed,
which would have required removing the existing metal building. During
the design process, the team decided to preserve the metal building and shift
the new tank locations to the right side of the site (Phase 2), resulting in the
final placement being away from the original boring locations.
