Request for Proposals for Third-Party Administrators on Federally-Funded Residential Solar Projects

As part of successful compliance with the federal Solar for All award, the Authority is seeking qualified contractors to serve as third-party administrators to conduct pilot projects of solar residential installations for single-family and certain income-qualified multi-family households.

Please submit evidence of a clean debarment search through SAM.gov for the submitting entity at the time of your submittal.

AMENDMENT NOTE 2025-06-24: OAQDA received a high demand of interest in the RFP for third-party administrators for federally-funded residential solar projects based on the number of questions submitted and is diligently working through to provide responses. In taking the time to work through this process, OAQDA intends to post the final questions and answers document (on OAQDA’s website at https://ohioairquality.ohio.gov/procurement) no later than June 30, 2025. Due to this timing, the deadline for submission of proposals is extended by a week to July 14, 2025 at 12:00 pm ET.

The response must be delivered to the Authority via email to info@aqda.ohio.gov, by 12:00 pm (ET), on July 7 14 , 2025. Mark in email subject line “ATTN: Third-Party Program Administrators RFP” and an email response should be provided to confirm receipt. If one is not received, please follow up to the same email address for acknowledgment of receipt.
