THE OPPORTUNITY
The Port Authority of New York and New Jersey (the "Authority") is seeking to identify firms
interested in responding to a Request for Proposals (RFP) for the performance of Expert
Professional Materials Testing, Inspection and Condition Services Program for Federally Funded
Projects on an "As-Needed" Basis during 2027 through 2030.
ANTICIPATED FUNDING
This Contract may be funded in whole or in part by one (1) or more Federal grantors such as, the
Federal Transit Administration (FTA), the Federal Emergency Management Agency (FEMA), the
Federal Highway Administration (FWHA), Federal Aviation Administration ("FAA") and other
Federal grantors, as applicable. Accordingly, this solicitation and the agreement are subject to
applicable FTA, FEMA, FHWA and FAA requirements.

It is currently anticipated that proposals shall be due by 2:00 PM Eastern Time (ET) on (May,
22, 2026), or as otherwise indicated in the document. The Authority shall accept only those
proposals in electronic format for which the submission or modification is completed at the time
of the Proposal Due Date. Emailed submissions, hand deliveries and mailed deliveries (e.g., UPS,

provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-
4) and the Regulations*, hereby notifies all bidders or offerors that it will affirmatively ensure
that for any contract entered into pursuant to this advertisement, all businesses will be afforded
full and fair opportunity to submit bids in response to this invitation and no businesses will be
discriminated against on the grounds of race, color, national origin, age, sex, or disability in
consideration for an award.
* For purposes of this section, the "Regulations" means:
* 49 C.F.R. Part 21, including any amendments thereto (entitled Non-discrimination In

* 28 C.F.R. section 50.3 (U.S. Department of Justice Guidelines for Enforcement of Title VI
