Solicitation Document Description: This RFP is an invitation by the City of Toronto (the “City”) to prospective suppliers to submit Bids for the Parks and Recreation (P&R) Facilities Condition Assessment Program as further described in Part 3 (Requirements for Deliverables):
Specific Conditions for Procurement: Mandatory Technical Requirement

•        The P&R Facilities condition assessments work must be led or co-led by a professional engineer or a licenced architect. The supplier shall provide a current and valid Certificate of Authorization (C of A) from the Professional Engineers Ontario (PEO) or a Certificate of Practice (CoP) from the Ontario Association of Architects (OAA).
•        A copy of valid C of A or CoP must be provided in Ariba at the time of submission of proposals. Failure to provide a valid copy of the C of A or CoP at the time of submission shall render the proposal as incomplete and shall be rejected for not meeting submission requirements.
•        The professional engineer and/or the licenced architect must take full professional responsibility of the building condition assessments work performed by any technologists/technicians under their direct supervision and direction.
•        The supplier must demonstrate a minimum of five years experience as a consulting firm of conducting building condition assessments (BCA) of buildings that are categorized in the Ontario Building Code (OBC) 2024 as Group A buildings (assembly occupancies), during the last ten years, which shall include but not limited to complete understanding of building systems, structural, architectural, electrical and mechanical components of Group A buildings as defined in the OBC 2024. The supplier shall also be required to demonstrate that the experienced individual BCA site assessors, BCA reports writers and BCA report reviewers that worked on the projects as required above shall be conducting BCAs and preparing/reviewing reports for the work under this RFP.
