Request for Proposals for the Development of a Unified Development Ordinance

The City of North Charleston invites qualified planning, zoning, and legal consultants to submit their Proposals to assist in the development of a Unified Development Ordinance (UDO). The UDO will consolidate and modernize the municipality's existing zoning and subdivision regulations, ensuring consistency with the Prime North Charleston Comprehensive Plan. Key priorities include eliminating obstacles to greater housing production, integrating form-based code principles, establishing quantifiable design guidelines, and implementing transit-oriented zoning to promote sustainable, equitable growth and development.

Submission Information:Proposals must be submitted by mail or personally delivered by sealed hard copy marked on the outside with the Proposal number and name at City of North Charleston, City Hall, (3rd Floor), c/o Procurement Department, Attn: Willie Atienza. All Proposals and all required product information and any other items as indicated in the following document must be returned, properly completed, and in a sealed envelope or your Proposals may be disqualified. The responsibility for submitting Proposals before the stated time and date is solely the responsibility of the Proposer. The City of North Charleston will not be responsible for delays caused by mail or courier service, including U.S. Mail, or any other occurrence.
