The City of Estacada (City) is conducting a formal selection procedure to procure proposals from

packaged hollow fiber membrane water filtration system suppliers (membrane supplier) to provide

equipment and services related to City’s water treatment plant renovation and expansion. The City

plans to award the highest ranked proposer selected from those suppliers submitting proposals.

Prequalification for this proposal is not required.

Sealed proposals for the “Proposal for Package Hollow Fiber Membrane Water Filtration System” will

be received by the City of Estacada at 2:00 P.M on Tuesday, January 29, 2026, at which time the

solicitation will be closed. Proposers shall submit proposals in either a sealed envelope or an email

marked “Request for Proposals for Package Hollow Fiber Membrane Water Filtration System” to Ms.

Melanie Wagner, City Manager, 475 SE Main Street, PO Box 958, Estacada, Oregon 97023, Email

info@cityofestacada.org. At 2:00 P.M. proposals will be opened and only the name of the proposing

firms read aloud in the City Hall Council Chambers. The contents of each proposal will not be available

for inspection until after the notice of intent to award the Proposal is issued.

The City plans to upgrade it’s existing water treatment facility with a new 3.9 mgd microfiltration

membrane water treatment plant utilizing hollow fiber, low pressure membranes. The City intends to

select a single membrane supplier and complete the design of the proposed treatment plant with the

membrane supplier of choice. The City will develop an equipment procurement scope with the selected

membrane supplier and negotiate a final equipment procurement package which will be assigned as a

future procurement contract to a general contractor in a publicly bid project for the construction of the

plant upgrade.

INSTRUCTIONS TO PROPOSERS
2.1. PROJECT BACKGROUND
The City of Estacada serves a population of approximately 5,600 people and delivers water to its
consumer base utilizing surface water from the Clackamas River. The existing plant was constructed
in 1955, utilizes a combination of plate settlers and packaged mixed media filter processes and is
approaching the end of its useful service life. The City plans to construct a new 3.9 mgd microfiltration
membrane treatment plant utilizing hollow fiber, low pressure membranes and is soliciting proposals to
select a membrane supplier. The City intends to select a single membrane supplier and complete the
design of the proposed WTP with the vendor of choice. The City will define an equipment procurement
package with the membrane supplier and assign the final procurement of this equipment to a general
contractor in a publicly bid project. The successful membrane supplier will contract directly to the
selected general contractor for the project. It is anticipated that the construction of this project will
commence in December of 2026.
Existing Water System And Proposed Water Treatment Plant Upgrades
Figure 1 included below shows a flow schematic of the Cities proposed water treatment plan upgrade
as discussed above.
Raw Water Intake, 70,000 Gallon Storage Tank and Raw Water Feed Pumps
The existing raw water intake consists of triplex pump station which pumps raw water directly into the
plant for use by the existing rapid sand filters and plate settlers. The raw water pump discharge line will
be reconstructed and rerouted to supply water to an existing 70,000-gallon clearwell from which raw
water will be pumped to the new membrane skid systems. For this proposal, the membrane supplier
should assume that the new raw water feed pumps located downstream of the reservoir will be mounted
close to the tank and not on the skids. Coagulant dosing will occur at an in-line location between the
inline strainers and the new membrane skids.
Water Quality
The City’s WTP operators maintain a log of daily raw water turbidity readings which vary seasonally.
Values across the summer range from 1 to 1.25 nephelometric turbidity units (NTU) and winter values
range from 1 to 10 NTU with periodic short term excursions during storm events. The membrane
suppliers should assume that winter or early spring raw water turbidity will, on occasion, range from 4
up to 100 NTU for brief periods of approximately 1 to 2 days continuous days. Additional raw water
quality values are listed in the table below.
