City of Show Low Project FM-2724

The City of Show Low is soliciting proposals from interested parties for a ground lease at the Show Low Airport for the purpose of constructing aircraft hangers. The project shall take place at the Show Low Airport on the Private Hangar Development Area. The offeror’s proposal shall include a map or sketch showing the proposed leased area, any proposed infrastructure, a description of the hangar construction type, the intended aircraft type, and a cost proposal for lease terms. The City may elect to award multiple leases. Show Low Airport standard lease terms are an initial 25-year term with extensions to a maximum 49 term years. Current lease rates start at $0.335 per square foot per year with annual CPI adjustments.

A copy of the Request for Proposals, which includes proposal requirements, schedule, maps, along with other information is available online at http://showlowaz.gov/bids.aspx . It is the sole responsibility of the party responding to the Request for Proposals to obtain all information, addenda, updates, etc. to meet the submittal dates and requirements.

The due date for submittal is Wednesday, October 18th, 2023, at 4:00 pm. Submittals should be addressed to the City of Show Low, Jacob Allen, 180 North 9th Street, Show Low, AZ 85901. Written Questions must be submitted in writing via US Mail, email, or hand delivered to the City Hall no later than 2:00 PM on Thursday, October 12th, 2023. I. Purpose
In order to promote growth at the Show Low Regional Airport (SOW), the City is
offering ground lease opportunities to interested parties. The intention of the
ground lease is for construction if aircraft storage hangars. There is a
demonstrated need for additional hangar space at (SOW). The City views this
request for proposals as a mutually beneficial opportunity for the City and lessee.
The City may elect to award multiple leases.
II. Project Location
The project shall take place in the designated Private Hangar Development Area
and is illustrated on the attached exhibit.
III. City Provided Facilities
There are existing utilities to some areas in the Private Hangar Development
Area. Some locations on the west side of the area will require main line
extensions. Taxiway construction and extensions may also be necessary.
IV Ground Lease Footprint
The offeror will be required to lease, at the minimum, the building footprint plus
the area between the hangar doors and the edge of the taxiway. The minimum
width of this area shall be equal to the width of the hangar door.
V. Lease Rate
The offeror shall propose a lease rate based on cost per square foot per year. If
the offeror is proposing to construct public infrastructure, the lease rate may be
adjusted to offset construction costs. The offeror’s proposal shall provide detailed
calculations to back up requested rate offsets. The City reserves the right to further
negotiate rates and offsets.
VI. Lease Term
Show Low Regional Airport standard lease terms are an initial 25-year term with
extensions to a maximum 49 term years. The initial term may be negotiable.

VIII. Submittal of Proposals
Sealed Proposals are required
Three (3) copies of the proposals must be received by the due date for submittal:
4:00 PM on Wednesday, October 18th, 2023. Submittals should be addressed to
the City of Show Low, Jacob Allen, 180 North 9th Street, Show Low, AZ 85901.

VII. Questions
Questions must be submitted in writing via US Mail, email, or hand delivered and
are due no later than 2:00 PM on Thursday, October 12th, 2023. Submit written
questions to: City of Show Low, Jacob Allen, 180 North 9th Street, Show Low, AZ
85901, jallen@showlowaz.gov. Written Questions will be answered in the form of
addenda which will be published on the City website on or around end of business
Monday, October 16th, 2023. Receipt of any addendum shall be acknowledged in
the proposal.
VIII. Proposal Submittal Rules
The City of Show Low reserves the right to reject any and all responses deemed
unqualified, unsatisfactory, or inappropriate, or not in the best interests of the
City, to waive defects or informalities and to offer contact with any firm in
response to this RFP. This RFP does not constitute any form of offer to contract.
The City will not pay any costs incurred by the firm in preparing or submitting
the proposal.
A. The City reserves the right to award an Agreement on the basis of both the
technical and price submitted or to negotiate with Proposer for modification of the
successful Proposal. By submission of a Proposal, the Proposer agrees to be
legally bound thereby if its Proposal is accepted by the City.
B. The City shall not be obligated to respond to any Proposal submitted, nor
shall it be legally bound in any manner whatsoever by the receipt of a Proposal.
C. Any and all Agreements arising out of Proposals submitted hereunder
(including any negotiations that follow) shall not be binding on the City, its
officers, employees, or agents unless formally approved and duly executed by
the City Council.

D. Statistical information contained in these documents is for informational
purposes only. The City is not responsible for any inaccuracies or interpretations
of said data.
E. The City reserves the right to extend or cancel the scheduled Proposal due
date. Notice of such extension or cancellation shall be sent via an Addendum to
this RFP and posted on the City’s website.
F. It is the Proposer's responsibility to deliver the proposal to the appointed place
prior to the submittal due date and time. Late delivery of such proposal,
regardless of reason, shall disqualify the Proposer.
