1. Introduction

Elbert County is soliciting sealed proposals from qualified and licensed elevator contractors to provide all labor, materials, equipment, supervision, permits, and incidentals necessary to replace the hydraulic jack and piston assembly for the hydraulic elevator located in the Historic Courthouse.

The selected contractor shall perform all work in accordance with applicable federal, state, and local codes, including all elevator safety regulations and manufacturer recommendations.

2. Project Overview

The purpose of this project is to replace the existing hydraulic elevator jack and piston assembly to restore reliable and safe operation of the courthouse elevator.

The contractor shall furnish all labor, materials, equipment, transportation, supervision, disposal services, testing, and related services necessary to complete the project.

3. Scope of Work

The contractor shall provide all labor and materials necessary to complete the following work, including but not limited to:

Removal

Remove and properly dispose of or recycle the existing hydraulic jack and piston assembly.

Drain and dispose of hydraulic fluid in accordance with all applicable environmental regulations.

Remove any associated components necessary for installation of the new equipment.

Installation

Furnish and install a new hydraulic jack and piston assembly compatible with the existing elevator system.

Install all required seals, fittings, connections, hardware, and related components.

Make all necessary hydraulic and mechanical connections.

Restore disturbed finishes or surrounding construction as necessary.

Communication

The contractor shall:

Maintain timely communication with the County's designated project representative, Maintenance Director, Mr. Danny New at 762-994-7052 or dannynew@elbertga.us

Notify the County immediately of unforeseen conditions affecting cost or schedule.

Coordinate work to minimize disruption to courthouse operations.

Schedule a site visit with our Maintenance Director

Testing and Commissioning

Following installation, the contractor shall:

Perform all required operational testing.

Verify proper hydraulic operation.

Test all safety functions.

Return the elevator to normal operating service.

Coordinate inspections required by the Authority Having Jurisdiction (AHJ), if applicable.

Provide documentation demonstrating successful testing and completion.

4. Contractor Qualifications

Proposers shall:

Be properly licensed to perform elevator work in the State of Georgia.

Have a minimum of five (5) years of experience installing or replacing hydraulic elevator jack and piston assemblies.

Demonstrate experience with similar public-sector or commercial projects.

Have no unresolved safety violations or significant code violations within the past five years.

Maintain adequate insurance coverage.

5. Contractor Responsibilities

The selected contractor shall:

Supply all labor, equipment, tools, materials, lifting equipment, and supervision.

Obtain any required permits.

Maintain a safe work environment.

Protect County property during construction.

Remove debris daily.

Coordinate work with County staff.

Comply with all OSHA regulations.

Comply with all applicable state and local codes.

6. Warranty

The contractor shall provide:

A minimum one-year warranty on workmanship.

Manufacturer's warranty on all new materials and equipment.

Warranty service response procedures.

Longer warranty periods may be proposed.

7. Project Schedule

The proposal shall include:

Estimated lead time for materials.

Estimated project duration.

Proposed start date.

Estimated completion date.

The County desires completion as soon as practicable following contract award.

8. Proposal Requirements

Each proposal shall include:

10. Insurance Requirements

The successful contractor shall provide certificates of insurance prior to beginning work, including:

Commercial General Liability

Workers' Compensation

Automobile Liability

Umbrella or Excess Liability (if applicable)

Coverage limits shall meet County requirements.

11. Terms and Conditions

The County reserves the right to:

Reject any or all proposals.

Waive informalities or technicalities.

Request clarification of proposals.

Negotiate with the selected proposer.

Cancel the solicitation at any time.

Award the contract in the best interest of the County.

12. Submission Instructions

Submit one copy by mail: Each proposal must be submitted in a sealed envelope, addressed to the Owner. Each sealed envelope containing a proposal must be plainly marked on the outside as, "Proposal for Elevator Repair"

14. Acceptance

By submitting a proposal, the proposer certifies that:

They have examined the RFP.

They understand the project requirements.

They are capable of completing the work as specified.

Their proposal shall remain valid for ninety (90) days following the submission deadline.
