Request for Proposals for Community Development Planning Consulting Services

TOWNSHIP OF ABINGTON
REQUESTS FOR PROPOSALS (RFP) FOR
Community Development Planning Consulting Services

The Township of Abington, Montgomery County, Pennsylvania (“Township”) is seeking proposals from qualified consultants and firms to provide professional, administrative, and other services related to the design, planning, and implementation of the Township’s proposed FY2025-2028 CDBG programs and other housing and community development programs.  The Township is a federal entitlement community under the US Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program.  Additionally, the Township is the recipient of other federal and state funds for housing, community, and economic development programs.

The following criteria, in order of importance, will be used to select the consultant for this project:

1. Qualifications, certifications, and previous experience in managing a housing rehabilitation program, housing rehabilitation projects and other construction programs.
2. Knowledge and understanding of HUD’s HQS, DCED Rehabilitation Standards, and local building codes.
3. Cost of services.
4. Capacity of Respondent to complete services in a timely manner.
5. MBE, WBE or SERB designation.
