The Claremont Development Authority is requesting proposals from qualified contractors for Construction Management Services concerning the existing property located at 56 Opera House Square, in Claremont, New Hampshire; Tax Map 120 – Lot 51. The broad scope of the proposed work involves making structural repairs to the existing roof construction and installing a new membrane roof on the entire existing building.

The existing building, located at 56 Opera House Square, is within the Historic District of downtown Claremont. The building is considered a very important and contributing historic building within the district.

The property is owned by the Claremont Development Authority (CDA), whose address is: 14 North Street; Claremont, NH 03743. The CDA has an affiliation with the City of Claremont but remains a separate organization.

It is clear that the existing roof surface covering needs to be completely removed and replaced, including all associated flashings and the like. An initial structural evaluation report of the existing roof, done by Engineering Ventures, PC, dated January 21, 2025, indicated that there are structural issues with the existing roof that need to be addressed as an integral part of the re-roofing work. The existing roof area is approximately 3,546 square feet.

The project Architect is Frank J. Barrett, Jr., A.I.A./Barrett Architecture, PC; frankjbarrettjr@gmail.com . The project Structural Engineer is Miles Stetson, PE, Engineering It has been decided by the CDA that the best way to accomplish this proposed work is by a Construction Management (CM) approach to the project.

Respondents to this RFP are asked to respond to the following areas of interest:

  1. Full name, address, and contact information of the respondent, including title and position within the organization.
  2. References.
  3. List experience with similar past projects.
  4. Availability and proposed schedule.
  5. Project management and completion.
  6. Proposed fee as a percentage of the overall work.
  7. Walkthrough of project mandatory to bid.

A Mandatory Walk through of the 56 Opera House Square Roof project will be on July 28, 2025, at 1:00 PM.

Proposals must be submitted in a sealed envelope no later than 4:00 PM EST on Monday, August 11, 2025, c/o City Manager’s Office, City Hall, 58 Opera House Square, Claremont, NH 03743. Envelope must be clearly marked “CDA 56 Opera House Square Roof”

Bids will be opened on:

August 12, 2025 at 8:00 AM at the Claremont Development Authority meeting
