Statements of qualifications and proposals are being requested from Engineering/Architectural Firms with a strong record in successfully assisting local governments with the preliminary reports (PAR and PER), final design, and construction administration of Community Development Block Grant (CDBG) programs. Specifically, this Request of Proposals is to provide a Preliminary Reports (PAR and PER), design and construction and administration services for a CDBG-DR project of a Emergency Operations Center in Bryan County. Responding firms should be technically qualified and licensed in the State of Georgia to provide these services. This procurement action may also lead to additional project contracts and/or contract addendums for planning, administrative and other relate services, for State and Federally funded projects.

REQUEST FOR PROPOSALS ENGINEERING AND/OR ARCHITECTURAL GRANT SERVICES

Statements of qualifications and proposals are being requested from Engineering/Architectural Firms with a strong record in successfully assisting local governments with the preliminary reports (PAR and PER), final design, and construction administration of Community Development Block Grant (CDBG) programs. Specifically, this Request of Proposals is to provide a Preliminary Reports (PAR and PER), design and construction and administration services for a CDBG-DR project of a Emergency Operations Center in Bryan County. Responding firms should be technically qualified and licensed in the State of Georgia to provide these services. This procurement action may also lead to additional project contracts and/or contract addendums for planning, administrative and other relate services, for State and Federally funded projects.
Bryan County plans to contract with a reputable Engineering/Architectural Firm(s) for Preliminary Reports (PAR and PER), Design and Construction and Administration services for a potential FY2026 CDBG-DR project, and if funded, development of a public facilities project of a Emergency Operations Center in Bryan County. Bryan County may select expertise from separate architectural and engineering firms, multi-disciplinary firms, and from design teams.
Information which should be submitted for our evaluation is as follows:
1) History of firm and resources
2) CDBG/EIP/RDF experience, including other DCA grant programs
3) Key personnel/qualifications
4) Current workload
5) Capacity to complete scope/level of work: Clearly describe how your firm will approach our project defining interdisciplinary coordination and team relations.
6) Experience with similar projects and list of references
7) Fees and/or Percentages (if any) associated with the Preliminary Reports (PAR and PER) for the application, and Design and Construction Management Services, if the project is funded. The PER and PAR must be completed by July 31, 2026.

9) Statement of Qualifications Form
10) Section 3 Certification Form (Only Submit with your Proposal if you are claiming Section 3 Status.)
*This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply.
Bryan County also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the HCD Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); the Architectural Barriers Act of 1968, and the Build America, Buy America requirements established under the Infrastructure Investment and Jobs Act of 2021. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22- 11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
Interested parties should request a copy of the Statement of Qualifications Form and Section 3 Certification Form by emailing prior to preparing and submitting their proposal. Electronic proposals should be received no later than 2:00 PM, EST on Tuesday, May 19, 2026. Proposals received after the above date and time may not be considered. Bryan County reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process. Electronic Questions, Statement of Qualifications and Section 3 Certification form requests and proposal packages should be emailed to Eric Van Otteren at . Hardcopies will not be accepted.
Questions must be submitted via email to no later than 2:00 PM, EST on Monday, May 4, 2026. Late submissions will not be considered. The vendor is solely responsible for ensuring receipt of addendums and timely submission.
