Request for Proposals: Downtown Specific Plan Update Consultant Services

PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark (City) is requesting proposals from qualified consulting firms (Proposers) to provide professional services for the update of the Downtown Specific Plan.  The project is funded through the REAP 2.0 Housing Infill on Public and Private Land (HIPP) program administered by SCAG. Proposals must be received by 5:00 p.m. (PST) on May 21, 2025.  Submissions received after this deadline will be rejected.  A specific RFP response format IS REQUIRED and has been designed to facilitate comparison among RFPs submitted. Proposals must be submitted electronically in PDF format.

The purpose of this RFP is to define the City's minimum requirements, solicit proposals, and gather adequate information by which the City may evaluate services and qualifications.

All vendors submitting proposals for this project are required to meet the deadline.  The project must be completed no later than June 30, 2026, per REAP 2.0 grant guidelines.

Proposals must consist of two separate records as listed in the RFP: 1) “Technical Proposal for Downtown Specific Plan Update”; and 2) “Cost Proposal for Downtown Specific Plan Update”. Submittals will not be opened publicly.  A tally of names will be performed and may be released upon request.
