1. Introduction
Jefferson County, hereafter referred to as the Agency, is seeking a multi-disciplined engineering firm to
provide civil and structural engineering, surveying, geotechnical engineering, geology, hydrology and
hydraulic analysis, and environmental assessments and permitting (Exhibit A) to develop preliminary
and final habitat restoration designs and associated permits for a portion of the Dosewallips River and
floodplain (River Mile 3 .6 to 4.0) upstream of the community of Brinnon, WA. The project is funded
through a grant agreement between Jefferson County and the Washington State Recreation and
Conservation Office (RCO) Salmon Recovery Funding Board (SRFB). The primary deliverable is a
construction-ready design package including all necessary local, state, and federal permit applications to
restore critical spawning and rearing habitat for Hood Canal summer chum and Puget Sound Chinook
salmon. The Rocky Brook Resiliency Plan (Exhibit B) was produced in 2024 as phase I of this effort and
contains flood modeling, geomorphic and habitat assessments, and a conceptual design.
Since 2003, Jefferson County has been working with willing landowners and partners to reduce flood risk
and improve habitat for listed salmonids in the lower Dosewallips River. Currently, the County is working
progressively towards engineered restoration designs in the Brinnon, Powerlines and Rocky Brook
reaches.
Preliminary and final designs for the Rocky Brook Reach will guide access, construction and related
activities with the goal of improving the quality and quantity of habitat for Hood Canal Summer Chum
and Puget Sound Chinook salmon. Two private landowners are cooperating with the project to allow
ground-based construction. Additional landowners or partners include Jefferson County, Washington

State Parks and the Department of Natural Resources. Designs are to be accomplished in coordination
with the Jamestown and Port Gamble S'Klallam Tribes, the Lower Elwha Klallam, Suquamish, and the
Skokomish Tribes as well as the Hood Canal Lead Entity and the interested public through local meetings
of the local Dosewallips River Collaborative and/or South County Task Force groups. Neighborhood and
individual landowner meetings will also be held in support of this project.
2. Desired Team Experience
The Agency requires a consultant team with a balanced skill set and demonstrated expertise in salmonid
biology, river ecology and natural processes, civil engineering, fluvial geomorphology, hydraulic
modeling, and geology. The design team must include licensed professional engineers (Washington) and
one or more licensed professional geologists with at least five years of experience in river restoration
specifically within comparable western Washington watersheds. Desired experience includes two-
dimensional (2D) hydraulic modeling using HEC-RAS 6.4.1 or later, the design and stability analysis of
Engineered Log Jams (ELJs), side channel excavation, and the preparation of comprehensive federal and
state permit packages. Consultants must demonstrate a history of successful collaboration with Tribes,
agencies, and private landowners.
3. Project Descriptions and Scopes of Work
The Rocky Brook Reach, located between River Mile (RM) 3.5 and 6.7, is a wood-deficient, primarily
straight channel characterized by channel incision and loss of floodplain connectivity. Utilizing the
Dosewallips River Rocky Brook Reach Resiliency Plan, the consultant will develop preliminary and final
designs for RM 3.6 to 4.0 to address alteration of the mainstem and floodplain, the loss of side channel
habitat, and the restriction of natural channel migration zone processes. The designs will restore habitat
for Hood Canal summer chum and Chinook salmon by improving opportunities for spawning, rearing
and migration, and improving sediment transport, pool formation, and in-channel habitat complexity at
flows typical for these targeted salmon life histories. Through a range of actions to include engineered
log jams and side channel excavation and enhancements, the project will 1) promote sediment sorting,
bar aggradation, and pool development, 2) stabilize channel migration to protect riparian plantings, and
3) enhance existing side channel habitat and promote conveyance and a diversity of side channel habitat
types. Designs will incorporate climate-influenced flow and channel migration projections utilizing a
hydraulic model built on 2023 LiDAR and surface water change detection. The final design effort will
prepare all permit applications to include the CLOMR/LOMR process. Tasks will also include additional
steps to restore floodplain forests and treat invasive weeds. Formal and informal meetings will be held
in-person in Brinnon or the Rocky Brook Reach as well as online or by phone. Ongoing communications
between the Agency and Consultant will occur primarily via email and through online or phone-based
meetings held at least biweekly. Occasional impromptu phone communications with the Agency or
landowner(s) may also become necessary to address particularly time-sensitive matters.
4. Deliverables and Performance Standards
Work must be performed consistently with current requirements of RCO Manual 18: Salmon Recovery
Grants and RCO Manual 8: Reimbursements. Deliverables for both reaches shall include:
* Hydraulic Modeling: Updated 2D hydraulic modeling incorporating climate-influenced flow and
channel migration projections.
* Design Packages: Preliminary and final design drawings (AutoCAD), technical specifications, and
Basis of Design Reports that meet SRFB Review Panel requirements.

* Permit Applications: Complete Joint Aquatic Resources Permit Application (JARPA) packages,
SEPA checklists, and all local land use permits. CLOMR/LOMR as required.

21-02 and Section 106 of the National Historic Preservation Act, including archaeological
monitoring of geotechnical investigations if required.

5. General Considerations and Compliance
* Nondiscrimination: Jefferson County ensures that Disadvantaged Business Enterprises (DBEs)
will be afforded full opportunity to submit proposals and will not be discriminated against.
* Cultural Resources: No ground-disturbing work may commence until the RCO has provided a
notice of cultural resources completion. If archaeological resources are discovered, work must
stop immediately.
* Invoicing: Reimbursement for expenses, including those from subcontractors, must meet
Washington State travel and other applicable reimbursement guidelines. Receipts must be
provided that are scanned (not photographed) and fully legible including the date and other
purchase details. Lodging must include the name(s) associated with each room. Any receipt
including the purchase of alcohol will not be reimbursed. Check with the Agency in advance for
additional specific backup and other requirements and instructions.

RCO Project Description and Tasks
Tasks may be subject to revision but, taken together, must result in completion of the
project as described below, performed consistently with RCO Manual 18 and Manual 8.
Jefferson County will utilize the data and information collected in the assessment and conceptual design
phase (Resiliency Plan for RM 3.4 to 5.8, attached) to develop preliminary and final designs for a pilot
project for RM 3.6 to 4.0 to address alteration of the mainstem and floodplain, the loss of side channel
habitat, and the restriction of natural channel migration zone processes. The goal of the overarching
project remains, to restore habitat for Hood Canal summer chum and Chinook salmon to improve
opportunities for spawning, rearing, and migration by improving sediment transport, pool formation, in-
channel habitat complexity at flows typical for these targeted salmon life histories. Through a range of
actions to include engineered log jams and side channel excavation and enhancement, the project will 1)
promote sediment sorting, bar aggradation, and pool development, 2) stabilize channel migration to

Task 3: Cultural Resources
Cultural resources survey. Field delineation of wetlands and aquatic resources, reporting, impacts and
benefits analysis.
Task 4: Data Collection and Reporting
Background data analysis, field survey, reporting.
Task 5: Permit Applications

Preparation of permit applications including: JARPA form, WQ Monitoring Plan, HPA Pathway submittal,
ESA Consultation. Agency pre-application coordination and responses to agency data requests. Includes
pre-application coordination with FEMA. Does not include CLOMR preparation or submittal.
