Riley County, Kansas ("County") is seeking proposals for a civic use for the property at 115 Courthouse Plaza, Manhattan, Riley County, Kansas 66502 ("Property"). The Property formerly housed the First Christian Church of Manhattan, Kansas.
The purpose of this RFP is to explore the economic and practical feasibility of the Property being converted by an interested civic user to a community purpose while maintaining compliance with the U.S. Secretary of the Interior's Standards for Rehabilitation.

Qualifications:
|
|
To be eligible for consideration by the County, any Proposal must use the Property for a Civic Use. Civic Use is defined as the Property being owned by a user organized as a not for profit corporation under the Internal Revenue Code, and used as a museum, arts center, educational facility, training center, or other community amenity that broadly serves the citizens of Riley County. Civic Use shall under no circumstances include any shelter or residential facilities providing housing or residential supportive services for any person, or the provision of any commercial or for-profit services apart from an incidental gift shop, foodservice provider, or refreshment station.

Special Requirements:
|
|
Proposers shall be required to demonstrate accurate knowledge of historical preservation requirements, and each civic use proposal must specify how it will strictly comply with historical preservation requirements for any proposed adaptive reuse of the Property.
