The purpose and intent of this Request for Proposal (RFP) is to contract for 1) development of a list of potential Municipalities, Counties, and other North Carolina Government Agencies to be invited to participate in the assessment, 2) development, distribution and collection of a tool to gather information necessary to make an effective and statistically valid assessment of direct compensation, health and fringe benefit offerings, and other total rewards and incentives offered to participating agency employees, 3) the collection, analysis and reporting of findings, and 4) a recommendation of actions to be considered to include; pay scale adjustments, pay increase policies and procedures, benefit offerings, and any other additions or alterations to the total compensation policies and programs of the Town.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days.

The Town reserves the right to reject any or all bids and to waive informalities.
