REQUEST FOR PROPOSALS (RFP)
City of Apple Valley Safety Action Plan (SS4A)
PURPOSE
The City of Apple Valley, Minnesota is seeking a qualified consultant to develop a comprehensive Safety Action Plan and supplemental Safe Routes to School (SRTS) Plan in alignment with the U.S. Department of Transportation Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant Program.
The City has secured federal funding in the amount of $280,000 (80%) with a required local match of $70,000 (20%), for a total project budget of $350,000.
This RFP is open to qualified firms with demonstrated experience in transportation safety planning, data analysis, and community engagement. All costs associated with proposal preparation shall be borne by the proposer.
BACKGROUND
The City of Apple Valley is a suburban community located in the southeastern portion of the Twin Cities metropolitan area. While the City has experienced relatively low fatality rates compared to national averages, recent data indicates ongoing safety concerns that require a comprehensive and proactive approach.
Between 2017 and 2021:
o 4 roadway fatalities were recorded
o 44 fatal and serious injury crashes occurred
o 82 non-motorized crashes occurred, including 11 fatal or serious injuries
Key contributing factors include speeding, failure to yield, and infrastructure gaps such as limited pedestrian crossings, high-speed corridors, and incomplete sidewalk and trail networks.
The city is committed to adopting a Safe System Approach and achieving a long-term goal of eliminating roadway fatalities and serious injuries while improving multimodal accessibility for all users.
PROJECT OBJECTIVES
The selected consultant will assist the city in:
• Developing a data-driven Safety Action Plan
• Identifying a High-Injury Network (HIN)
• Prioritizing safety strategies and projects
• Conducting robust and equitable community engagement
• Updating the City’s Safe Routes to School (SRTS) Plan
• Establishing implementation, monitoring, and reporting frameworks
SCOPE OF WORK
The project will include, but is not limited to, the following tasks:
Task 1: Project Management
Provide overall project coordination, schedule management, and communication with City staff.
Task 2: Leadership Commitment and Goal Setting
Assist the City in formalizing safety goals, including measurable targets for reducing fatalities and serious injuries.
Task 3: Planning Structure
Establish a stakeholder task force to guide plan development, implementation, and monitoring.
Task 4: Safety Analysis
• Collect and analyze crash data across the City’s transportation network
• Develop and maintain a GIS database
• Identify systemic and location-based safety issues
• Establish a High-Injury Network (HIN)
• Generate priority actions the City can take to improve traffic safety and end traffic deaths/serious injuries on City streets
Task 5: Engagement and Collaboration
• Conduct in-person and virtual engagement activities
• Utilize surveys, mapping tools, and public events
• Target outreach to underrepresented and vulnerable populations
Task 6: Equity Considerations
• Conduct equity impact assessments
• Integrate findings into safety strategies and prioritization
Task 7: Policy and Process Review
• Evaluate existing policies and procedures
• Recommend changes to support safety-focused decision-making
Task 8: Strategy and Project Selection
• Identify and prioritize safety countermeasures
• Align strategies with funding opportunities and implementation timelines
Task 9: Progress Tracking and Transparency
• Develop performance metrics
• Establish annual reporting processes
Task 10: Action Plan Development
• Prepare draft and final Safety Action Plan
• Coordinate review and adoption process
Supplemental Task: Safe Routes to School (SRTS) Plan
Develop a comprehensive Safe Routes to School Plan in tandem with the Safety Action Plan.

The consultant will be responsible for the following deliverables:

COMPENSATION
The total project budget is $350,000. The City will negotiate a contract with the selected consultant based on scope, schedule, and demonstrated qualifications.
Payments will be made monthly upon submission of itemized invoices detailing services performed.
PROJECT TIMELINE
The anticipated project duration is approximately 18 months.
Proposed schedule:
• RFP Issued: July 6, 2026
• Proposals Due: July 31, 2026 at 12PM (CST)
• Interviews (if necessary): Week of August 10, 2026
• Contract Award: September 10, 2026 (anticipated)
• Project Completion: September 31, 2027
SUBMITTAL REQUIREMENTS
Proposals shall include:
• Firm overview and qualifications
• Relevant project experience
• Key personnel and roles
• Project approach and methodology
• Proposed scope of work
• Schedule and budget
• References (minimum of three)
Submittals shall be concise and clearly demonstrate the firm’s ability to meet project objectives.
SELECTION CRITERIA
Proposals will be evaluated based on the following criteria:
• Understanding of project scope and objectives (30%)
• Experience with safety action plans and SS4A projects (30%)
• Approach to data analysis and safety planning (10%)
• Community engagement and equity approach (15%)
• Project team and management approach (15%)
TERMS AND CONDITIONS
The City of Apple Valley reserves the right to:
• Reject any or all proposals
• Request additional information or clarification
• Negotiate scope and fees with the selected consultant
• Cancel or reissue this RFP if deemed necessary
Additional Conditions
Byrd Anti-Lobbying Amendment Acknowledgement
The use of Federal appropriated funds to influence officers or employees of the Federal government in connection with obtaining any Federal contract, grant or any other award is prohibited. Contractors (and any subsequent subcontractors) that apply or solicit for this RFP must also file the required certification regarding lobbying and disclose any lobbying with non-Federal funds that take place in connection with obtaining any Federal award.
Financial Liability Limitations
The City shall not be liable for any expenses incurred by the applicant including but not limited to expenses associated with the preparation of the statement, attendance at interviews, preparation of a cost statement or final contract negotiations.
Negotiations and Contract Execution
The City reserves the right to negotiate the final terms and conditions of the contract to be executed. Should the City and a consultant be unable to mutually agree upon the entire contract, the City reserves the right to discontinue negotiations, select another consultant, or reject any or all of the Proposals. Upon completion of negotiations agreeable to the City and consultant, a contract shall be executed.
Contracting Ethics
No elected official or employee of the City who exercises any responsibilities in the review, approval, or implementation of the proposal or contract shall participate in any decision which affects his or her direct or indirect financial interest.
It is a breach of ethical standards for any person to offer, give, or agree to give any City employee or Council person, or for any City employee or Council person to solicit, demand, accept, or agree to accept from another person or firm, a gratuity or an offer of employment whenever a reasonable prudent person would conclude that such consideration was motivated by an individual, group or corporate desire to obtain special, preferential, or more favorable treatment than is normally accorded to the general public.
