Request for Proposals – CDBG-DR Grant Administration Services

The City of Marshalltown is requesting proposals from qualified consultants or firms to provide grant administration services for a potential Community Development Block Grant – Disaster Recovery (CDBG-DR) affordable housing project funded through the Iowa Economic Development Authority (IEDA).

The selected administrator will assist the City with the pre-application process and, if awarded, the full grant administration of the project. Services include application preparation, environmental review, financial management, compliance with federal cross-cutting requirements, income verifications, reporting, and project close-out.

The City anticipates reapplying for CDBG-DR funding to support the construction of new affordable housing units for low-to-moderate income households. City-owned parcels are one of several avenues being explored for potential development sites.

Proposals must be submitted no later than October 31, 2025, at 10:00 a.m.

Each proposal must identify at least one IEDA Certified Grant Administrator (CGA) in good standing who will be assigned to the project. Proposals should include:

A description of recent CDBG or CDBG-DR projects administered within the past five years (housing experience preferred).

The qualifications and resumes of key personnel who will provide services.

A summary of past performance, including record of timely environmental reviews, draw submissions, and closeouts.

References from at least three comparable projects.

Proposals that do not include an IEDA Certified Grant Administrator in good standing will be deemed non-responsive.

The selected firm must maintain an active registration in the System for Award Management (SAM.gov) and provide a valid UEI (Unique Entity ID) number.

Proof of insurance coverage meeting City and federal requirements must be provided prior to contract execution.

The firm must certify that it, and any subcontractors, are not debarred or suspended from participation in federally funded programs.

The consultant must be able to meet the timeline requirements outlined in the RFP to ensure project readiness for the December 31, 2025 CDBG-DR application submission.

All work products, files, and documentation created under this contract shall become the property of the City of Marshalltown
