Annual Audit Services

The Holyoke Housing Authority (HHA) is requesting proposals from qualified firms or companies
with a demonstrated track record in conducting annual audits for public housing authorities to
conduct the annual audit of the Holyoke Housing Authority, as required by the Single Audit Act
and the U.S. Department of Housing and Urban Development (HUD) incorporating the
Massachusetts Executive Office of Housing and Livable Communities (EOHLC) “agreed upon
procedures (AUP)” review of the HHA’s financial records, for the fiscal years ending December
31, 2025 and 2026. HHA is currently participating in the HUD Moving to Work (MTW)
Demonstration Deregulation program. Sealed responses to this solicitation will be received by
the Holyoke Housing Authority until 4:00 p.m. on Thursday, January 29, 2026. All proposals
received after this time will be returned unopened.

Proposals will be subject to approval and award by the Board of Commissioners of the Holyoke
Housing Authority. Proposals will be irrevocable for a period of ninety (90) calendar days from
the date opened.
The Holyoke Housing Authority reserves the right to waive any informalities in, or to reject any
and all proposals if it be in the public interest to do so.
