the safety and visibility at these crossings within San Leandro.
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United
States Code (23 U.S.C. §148) is one of the core federal-aid programs. The purpose of the HSIP
program is to achieve a significant reduction in traffic fatalities and serious. The City of San
Leandro was awarded federal funding from HSIP Cycle 12 for the Project.
