REQUEST FOR PROPOSAL
SPARTA LANDFILL GROUNDWATER SAMPLING AND ANALYSIS
DPW COMPLEX – 15 PRICES LANE
TOWNSHIP OF SPARTA, SUSSEX COUNTY, NEW JERSEY
The Township of Sparta is seeking a professional services proposal to provide sampling services for existing monitoring wells at the closed sanitary landfill located at 15 Prices Lane.
Background
The Township of Sparta previously operated a sanitary landfill which was located on 81 acres approximately 3 miles northwest of Sparta, NJ. This facility is currently closed, but is still permitted by the New Jersey Department of Environmental Protection (NJDEP).
The facility NJDPES permit requires the quarterly collection of groundwater samples from eight (8) monitoring wells located at the Sparta Landfill. However, one of the existing wells is inactive. The Township is in the process of requesting a permit modification to reduce the required number of monitoring well to seven and also to reduce the sampling frequency to semiannually.
Scope of Work
Quarterly Groundwater Sampling Events
The Contractor/Firm will assume the responsibility of performing the groundwater sampling activities for the seven active on-site monitoring well for all of 2025. The wells to be sampled are designated as OB-1, OB-2, OB-3, W-4S, W-5R, W-7, and W-8.
Based on the current NJPDES permit requirements, the groundwater sampling activities are to be conducted quarterly over the course of the year and are specified to occur during the months of January, April, July, and October. Details regarding the quarterly sampling requirements, sampling locations, and the laboratory analytical sampling parameters are described below.

Quarter sample for 2025 will need to occur in March after a contract award is made. All other sampling to be completed in accordance to the above list of months.
One of the monitoring well (OB-3) is located on the property of the New York, Susquehanna, and Western Railway Corporation (NYSWRC). The Contractor/Firm must obtain an access permit from the NYSWRC prior to entering the property of the railroad. The permit is valid for a period of one year.
The railroad must also be given several days’ notice prior to each proposed entry date. The Township Engineer will assist the Contractor/Firm in meeting the notification requirements.
The Contractor/Firm will conduct all laboratory tests of all collected samples and submit copies of the results to the Township Engineer’s office for each quarter. The Contractor/Firm must provide ample notice to the Township prior to each sampling event.

During this sampling event, all seven monitoring wells will be sampled and analyzed for copper, lead, Total Dissolved Solids (TDS), and Total Organic Carbon (TOC).
The following field determined parameters will need to be obtained from all seven wells: Dissolved Oxygen (DO) Oxidation Reduction Potential (ORP), pH, Specific Conductance (SC), and Temperature.

During this sampling event, all seven monitoring wells and leachate sample from the Landfill will be analyzed for ammonia, antimony, arsenic, base neutrals/acid extractables, beryllium, cadmium, chloride, chromium, coliform bacteria, copper, cyanide, iron, lead and compounds, manganese, MBAS, mercury, nickel, nitrate nitrogen, phenols, selenium, silver, sodium, sulfate, thallium, TDS, TOC, Total Volatile Organics (TVO), and zinc. In addition, upstream and downstream samples will also be collected by the Contractor/Firm and analyzed for ammonia, base neutrals/acid extractables, chloride, iron, lead and compounds, TDS, and color.
The following field determined parameters will need to be obtained from all seven wells, the leachate sample, and the upstream and downstream samples: Dissolved Oxygen, (DO), Oxidation Reduction Potential (ORP), pH, Specific Conductance (SC), and Temperature.

During this sampling event, all seven monitoring wells will be sampled and analyzed for ammonia, chloride, copper, iron, lead and compounds, manganese, sodium, TDS, TOC, TVO, and zinc. Upstream and downstream samples will also be collected and analyzed for ammonia, base neutrals/acid extractables, chloride, iron, lead and compounds, TDS and color.
The following field determined parameters will need to be obtained from all seven wells and the upstream and downstream samples: Dissolved Oxygen (DO), Oxidation Reduction Potential (ORP), pH Specific Conductance (SC), and Temperature.
Reporting
Following each sampling event and receipt of the quarterly laboratory analytical results, the Contractor/Firm will provide a copy of each well log and the field determined water quality parameters on the forms for submission to the NJDEP in accordance with NJPDES permit requirements. This will include the completion of the form titled NJPDES – DGW Exceedance Report for Sanitary Landfills identifying any test results which exceed the New Jersey Ground Water Quality Standards.
The Township will be responsible for submitting all the necessary reporting forms to the NJDEP each quarter.
General Requirements
All sampling shall be performed in accordance with the latest revision of the NJDEP Field Sampling Procedures Manual. Test procedures used must be capable of detecting the minimum quantities listed in the New Jersey Ground Water Quality Standards.
All analysis by a NJ Certified lab shall be in accordance with NJDEP regulations found at NJAC 7:18.
This lab shall provide a full deliverable report package within the quarter that sampling is performed which will be submitted to NJDEP in accordance with the NJPDES Permit.
Any laboratory that submits a proposal must possess a New Jersey certification as a certified environmental laboratory for each parameter for which a proposal is submitted, in accordance with the provisions of N.J.A.C. 7:18. Failure to maintain a certification as a certified environmental laboratory in accordance with the regulations shall immediately disqualify the proposer from consideration, or if the contract has been awarded to the proposer, shall result in an immediate termination of the contract. Exceptions to this requirement are noted below. If any of the testing in this contract requires additional licensing and/or permits.
The duties of the certified environmental testing laboratory shall be to perform an certify such sampling, monitoring, testing, analysis and reporting as may be requested by the Township for the Environmental Protection Agency (USEPA) and/or the New Jersey Department of Environmental Protection (NJDEP).
No sampling, monitoring, testing, analysis or reporting may be subcontracted by the laboratory without the written permission of the Township. If permission is granted, the laboratory must certify that any subcontracted laboratory possesses New Jersey certification as a certified environmental laboratory and has compiled with all procedures and requirements approved by USEPA and/or NJDEP. The Township reserves the right to reject any subcontractor for any reason.
The laboratory shall provide the correct sample containers. All containers, as well as the cleaning protocol of sample containers shall meet the requirements of the specific method, regulatory program, permit requirement and NJDEP regulation specified in N.J.A.C. 7:18-9. All sampling shall be performed in accordance with the requirements of N.J.A.C. 7:18-9.
The Township will provide an operator and a backhoe to assist in collecting the leachate sample. All other sampling equipment will be provided by the Contractor/Firm.
No contract shall be entered into the Township unless the contractor provides a copy of its business registration (as defined in N.J.S.A. 52:32-44) at the time the proposal is submitted. The Township, in its sole discretion, may waive this requirement if a business registration has previously been provided to the Township.
Each proposer shall provide an insurance certificate to the Township naming the Township and its employees as additionally insured, with minimum coverage as follows:
Workman’s Compensation - as provided by New Jersey State Statute
General Liability Insurance - $1.000,000 combined single limit, broad from CGL coverage,
Blanket contractual, and XCU coverage; and
Automotive Insurance - $1,000,000 combined single limit.
Each proposer must submit a statement of corporate ownership in accordance with P.L.1977, c.33.
Each proposer must submit proof of compliance with equal employment opportunity and affirmative action laws in accordance with P.L.1975, c.127 and N.J.C.A. 17:27
Cost Breakdown
Each proposer must submit a cost breakdown to perform sampling which details the cost to sample and analyze each well for the parameters listed above for each quarter. The cost for each quarter should be provided separately with further breakdown to the cost of field sampling and the cost of each analyte. An annual subtotal shall be provided which shall include all necessary costs to perform sampling and analysis for the term of the contract which is one (1) year.
The Township will issue a contract to one vendor for sampling efforts for the entire year.
