SKATE PARK RAMP CONSTRUCTION
OVERVIEW: The City of Monticello seeks a qualified contractor to design and construct custom
skate park features within the existing skate park footprint. The project requires on-site
fabrication and installation of all ramps and features, designed for users ages 5 and older. The
existing concrete pad and stormwater drainage infrastructure shall remain unchanged. All new
features must be compatible with the current surface and drainage patterns.
Required features include a Pyramid Entrance, Custom Hip Quarter Pipe, RollIn with W Quarter
Pipe and Large Deck, Blended Quarter Pipe with Large Deck, Box Jump, BumptoBump with
Ledge, Stage, and AFrame with Rail. The skate park must be open for public use no later than
June 30, 2026.
LOCATION: Monticello Community Center, 505 Walnut Street, Monticello, MN 55362
Project Management: Tom Pawelk, City of Monticello Parks, Arts & Recreation Director, will
manage the contract. Josh Berthiaume, Parks Superintendent, will manage field operations with
the contractor.

PROPOSAL INFORMATION AND TIMELINE
RFP Solicitation Release: March 11, 2026
Deadline for Questions: March 18, 2026, at 3:30 P.M.
Proposal Deadline: March 24, 2026, at 3:30 P.M.
Contract Award: April 14, 2026
General Contract Duration:
The contract will remain in force from date of award until completion of the project and warranty
period. The City reserves the right to cancel the contract with seven (7) days' written notice for
failure of the contractor to perform in accordance with the specifications. If the contractor fails to
uphold the contract terms the contractor must give 90-day written notice of cancellation. If the
contractor fails to give written notice of cancellation, the city will hire a different contractor and
bill the faulting contractor for services left for the remaining duration of the contract.
SITE VISIT WITH STAFF
If a contractor would like to visit the site to verify conditions, they may do so by contacting the
Parks Superintendent to schedule a site visit.
PROPOSAL DEADLINE
All proposals are due to Tom Pawelk by email only at: tom.pawelk@MonticelloMN.gov on
March 24, 2026, by 3:30 p.m. Late or incomplete submissions will not be accepted.
PROPOSAL ARRANGEMENT
The Contractor must complete and submit the proposal sheet information (attached in Exhibits A
and B). Include all labor, materials, or other associated costs as needed in your proposal, extra
costs will not be accepted. Incomplete proposal sheets will be rejected. Proposals will be
evaluated based on qualifications, experience, design quality, feasibility, cost, ability to meet the
June deadline, and references.
PROPOSAL VS. FINAL COST
Proposals should be complete and as accurate as possible. The contractor's proposal should be
sufficient to complete the work as described. No extras will be allowed because of the
Contractor's misunderstanding as to the amount of work involved or lack of knowledge of existing
conditions. Any stoppage or re-mobilization costs will be considered incidental to proposal and
not subject to reimbursement. Your proposal is not an estimate. The City of Monticello will
complete a professional service agreement based on the cost proposal awarded. The City of
Monticello is not responsible for costs incurred in the proposal preparation.

AWARD OF PROJECT
The City of Monticello reserves the right to reject any or all proposals, to waive technical
specifications or deficiencies, and to accept any proposal that it may deem to be in the best
interest of the City.
The Contractor must comply with all local and State laws, rules, and regulations; provide their
state contractor licensing information and provide proof of other licenses or certifications that
might be required as a condition of the service. The contractor will be required to meet the
insurance specifications as needed for the project and as required by law. It shall be the
responsibility of the Contractor to supply all necessary tools, supplies and equipment to perform
the work as requested.
The Contractor shall invoice the City within 30 days of the completed project at the rates agreed
to in the contract. The City shall make payment within 35 days of receipt of the invoice unless
other terms are written in the contract. Project Payment: The City will pay upon the receipt of
complete, itemized invoices, and confirmation of contract compliance. No extras will be allowed
because of the Contractor's misunderstanding as to the amount of work involved or lack of
knowledge of existing conditions. City Council meetings are on the second and fourth Mondays,
final invoice needs to be handed in one week before City Council meetings.
The City of Monticello shall retain the right to terminate the contract with seven (7) days' notice
should the Contractor fail to perform work in a professional manner or perform the work within
the demands and time constraints established by the City of Monticello.
Failure to maintain necessary licenses and/or insurance coverage is grounds for termination of
the Contract. The contract could be terminated upon mutual agreement between the Owner and
the Contractor, provided that at least 30 days' notice is given by either party prior to termination.
Contractor will be required to indemnify the City against all suits, claims, judgments, awards,
losses, cost or expense (including attorney's fees without limitation) arising in any way out of the
Contractor's performance or non-performance of its obligations under the Service Contract. The
contractor will defend all such actions with counsel satisfactory to Owner at its own expense,
including attorney's fees, and will satisfy any judgment rendered against Owner in such action.

1. GENERAL SPECIFICATIONS
1. Professional Services Requirement
The City requires professional design, fabrication, and construction services for
custom skate park ramps and features.
2. OnSite Construction Requirement
All skate park features must be constructed, formed, and installed onsite to ensure
proper fit and integration with the existing skate park footprint. See Attachments
A and B.
3. Existing Concrete Surface
The existing concrete pad shall remain in place without modification. No concrete
replacement, resurfacing, patching, grinding, sealing, or other concrete work shall
be performed.
4. Stormwater Infrastructure
Stormwater drainage is already managed by the existing concrete surface. No
drainage modifications or concrete alterations shall be proposed.
5. Tier 1 Skate Park Compliance
All features must comply with the League of Minnesota Cities Tier 1 Skate Park
Standards, including maximum feature height of 48 inches, maximum pyramid
height of 6 feet, and maximum bowl depth of 6 feet.
6. Required Skate Features
The final design must include all required elements listed in Section 2.
7. User Suitability
All features must be designed for users ages 5 and older.
8. Materials and Durability
All materials must be suitable for yearround outdoor use in Minnesota climate
conditions.
9. Access and Construction Staging
The contractor is responsible for site access, staging, equipment movement, and
protection of adjacent facilities.

10. Project Completion Requirement
The skate park must be fully constructed, installed, and open for public use no
later than June 30, 2026.

2. SCOPE OF WORK
The contractor shall provide complete professional services for the design, engineering,
custom fabrication, and on-site construction of new skate park features within the existing
skate park footprint at the Monticello Community Center. Work begins with a thorough
review of the site, including verification of dimensions, elevations, access, and existing
drainage patterns. The existing concrete pad and stormwater infrastructure shall remain
unchanged, and no concrete replacement, resurfacing, or modification may be proposed.
All design work must incorporate these existing conditions and include scaled layouts,
elevations, construction details, materials specifications, and a riderflow plan.
All skate features must be custombuilt specifically for this project using
professionalgrade materials suitable for Minnesota climate year-round. Modular or
offtheshelf components are not acceptable unless customfabricated for this site. The
contractor shall design and construct the features as a unified, interconnected system that
provides stability and safe rider flow. The contractor may anchor ramps and features to
the existing concrete slab if desired, using approved methods that do not require slab
replacement or resurfacing. Alternatively, the contractor may provide a unified,
interconnected system that achieves stability without slab penetration through
nonanchoring methods such as shared framing, ballast, extended bases, or frictionbased
materials. All ramps and features must be fabricated and installed onsite and integrated
into a cohesive, safe, and functional skateable layout. Construction must follow industry
standards for public skate park facilities, and the contractor shall maintain a safe worksite
throughout the project. During construction, the contractor shall be solely responsible for
the security, protection, and management of all equipment, tools, and materials, and shall
maintain a safe and secure work zone through appropriate storage, supervision, and
sitecontrol measures. The City assumes no responsibility for loss, theft, damage, or site
security.
The contractor shall provide project management services, maintain regular
communication with City staff, and participate in coordination meetings as needed. The
contractor must be willing to explain construction methods, materials, anchoring or
stabilization systems, and longterm maintenance considerations to City staff. Upon
completion, the contractor shall remove all debris, equipment, and materials, leaving the
site clean and ready for public use. A final inspection with City staff is required, and any
deficiencies must be corrected prior to acceptance.

The contractor shall provide a minimum oneyear warranty covering materials,
workmanship, structural integrity, stabilization methods, and installation. The contractor
must respond to warranty or service requests within five (5) business days, with priority
given to safetyrelated issues. The contractor shall remain available for postconstruction
consultation regarding maintenance and inspection needs. Asbuilt documentation,
including final layout, anchoring or stabilization methods, materials used, and any
deviations from the approved design, shall be provided at project completion.
All work must be completed on time for the skate park to be fully constructed, inspected,
and open for public use no later than June 30, 2026.

3. GENERAL RESPONSIBILITIES
* Contractor is responsible for furnishing all equipment, labor, supplies,
transportation, fuel, and all else necessary for job completion as described within
this request.
* Upon completion of the work listed herein, the contractor shall remove all tools,
equipment, debris (this means all sidewalks blown off, and unused materials from
the site and the entire premises shall be left in a clean and workmanlike manner to
the satisfaction of the City of Monticello.
* This contractor shall exercise care to protect all site improvements, including the
building, assuming all responsibility and paying all costs for any damage caused by
the mowing or landscape maintenance.
* The contractor is assumed to have made himself familiar with all codes, state laws,
ordinances, and regulations which in any manner affect those engaged or
employed in the work, or the materials or equipment used in or upon the sites, or
in any way affect the conduct of the work, and no plea of misunderstanding will be
considered on account of the ignorance thereof. The provisions of such codes,
laws, or ordinances are deemed to be a part of these specifications, and the
contractor will be bound by the provisions thereof.
* The contractor shall take out and maintain for the duration of this contract statutory
workman's compensation insurance and employee's liability insurance as shall be
required under the laws of the state of Minnesota.
* The contractor shall take out and maintain during the life of this contract such public
liability and property damage insurance as shall insure against all claims for bodily
injury, including accidental death, as well as from all claims for property damage
arising from operations under this contract. The minimum limits which are required
are: $2,000,000 for injuries including accidental death to any one person, and
$2,000,000 for injuries including accidental death resulting from one accident;
property damage in the amount of not less than $2,000,000 per accident and the
same amount in the aggregate.
* The contractor shall carry automobile insurance on all automotive equipment
owned, rented, or borrowed in the minimum amounts of $2,000,000 for injuries
including accidental death to any one person and $2,000,000 for injuries including
death resulting from any one accident. This policy must also provide $1,000,000
property damage coverage. Listing the City of Monticello as additional insured.
