REQUEST FOR PROPOSAL
SALOMON CENTER COMMERCIAL
PROPERTY MANAGEMENT SERVICES
I. INTRODUCTION
A. Background
The Ogden City Redevelopment Agency ("RDA") owns the Salomon Center, located at 2261 Kiesel
Avenue, Ogden, Utah. Ogden City Corporation, through its Community & Economic Development
Department and Management Services Department, and in coordination with the RDA, administers and
oversees the property. For purposes of this RFP, references to the "City" may include the RDA where
applicable to ownership, leasing, revenues, expenditures, or contractual authority.
The property has historically been operated under a master lease arrangement in which the master lease
holder managed the facility and the individual tenants/sub-lessees located within it. The current master
lease is scheduled to expire in July 2027 and may be terminated earlier if the City determines termination
is necessary.
The City does not intend to renew the existing master lease. Following expiration or earlier termination,
the City anticipates entering into leases with existing and/or new commercial tenants, with day-to-day
leasing and property management functions administered by a qualified commercial property
management firm under City direction.
The Salomon Center has significant repair and maintenance needs that the City is actively working to
address. The selected property manager will be expected to coordinate routine operations and
maintenance, identify and prioritize additional needs, obtain estimates and contractors, manage approved
projects, and keep designated City staff informed. Major capital improvements and other significant
expenditures will remain subject to City approval and funding.
The City is expected to remain the primary recipient of facility revenues, maintain reserves for
reinvestment in the property, and fund major capital improvements as needed. Tenant leases are expected
to include appropriate contributions toward common-area operating, maintenance, utility, and minor
repair costs, with those amounts administered and reconciled by the selected property management firm.
B. Goals/Objectives
1. Provide professional, accountable, and responsive commercial property management for the Salomon
Center.
2. Maintain and strengthen relationships with existing tenants while supporting successful business
operations within the facility.
3. Establish market-supported lease rates, consistent lease documents, and disciplined lease
administration for all tenant spaces.
4. Maintain strong occupancy by retaining qualified tenants and actively recruiting replacements or new
tenants when space becomes available.
Salomon Center Property Management RFP 2026 | 3
5. Create transparent financial controls, reporting, rent collection, common-area cost allocation, and
revenue remittance processes.
6. Coordinate preventive maintenance, repairs, vendor services, and approved improvements to protect
the City's asset and improve the tenant and visitor experience.
7. Provide the City with timely recommendations, operating information, and approvals needed for
leases, tenants, projects, and significant expenditures.
C. Contract Award
1. It is anticipated that this solicitation will result in the award of one (1) contract; however, the City
reserves the right to make multiple awards if determined to be in the best interest of the City.
2. The RFP document and the Successful Proposer's response, including the completed and signed
Exhibit B with identified pricing attachments, will be incorporated into and become part of the final
contract.
3. Contract Term and Commencement - The agreement will become effective upon execution by the
parties. The City may authorize the selected firm to perform transition, due-diligence, setup, leasing-
preparation, tenant-coordination, or other pre-management services before full property-management
responsibilities commence. The City will establish the date on which full property-management
responsibilities begin by written notice to the Contractor. That date may occur before, on, or after
expiration or earlier termination of the existing master lease. The initial three-year management-
services term will begin on the Management Commencement Date and will not be reduced by
authorized transition or pre-management services, unless otherwise provided in the final agreement.
Up to two additional one-year renewal terms may be authorized by mutual written agreement, for a
maximum management-services term of five years.
4. Renewal is not guaranteed and shall be at the sole discretion of the City. The City may review pricing,
market conditions, performance, tenant satisfaction, financial reporting, and facility conditions before
exercising any renewal option.
5. Pricing - Proposers shall complete Exhibit B to identify all proposed management, leasing, project-
management, administrative, and other fees, costs, rates, reimbursements, commissions, minimums,
discounts, and the period for which such pricing is guaranteed.
II. SCOPE OF WORK - Refer to Exhibit A
III. NON-MANDATORY PRE-PROPOSAL MEETING AND FACILITY TOUR
An optional, non-mandatory pre-proposal meeting and facility tour will be held at the Salomon Center, 2261
Kiesel Avenue, Ogden, UT, on October 6, 2026, at 11:00 AM. Proposers are encouraged to attend to become
familiar with the facility, available commercial spaces, current operating conditions, and known maintenance
or repair needs. The City will publish any changes to the meeting time and assembly location on the Purchasing
webpage and/or by addendum.
Attendance is not required to submit a proposal. Any statements made during the meeting or tour that materially
affect the RFP will be confirmed through a written addendum or published Q&A.

redacted.

setup, lease conversion, document review, or similar startup fees from recurring property
management fees. Any proposed fees for services performed prior to commencement of full property
management responsibilities shall also be separately identified. Pricing for transition or pre-
management services does not establish or imply the Management Commencement Date.
4. Identify any affiliated or related entities that may provide brokerage, maintenance, construction,
janitorial, security, accounting, procurement, or other services to the Salomon Center. Disclose any
fees, commissions, markups, rebates, referral payments, or other compensation that the Proposer or
