Request for Proposal (RFP) - 7th Cycle Housing Element Update (2029-2036)

The City of Grover Beach (City) is inviting qualified consulting firms (Consultant) to submit proposals to prepare the City’s 7th Cycle Housing Element Update for the 2029-2036 planning period. The selected Consultant shall demonstrate relevant expertise, experience, and an approach that reflects a clear understanding of the State Housing Element requirements and the City’s evolving development landscape. The completed Housing Element must meet all statutory requirements, be consistent with the City’s General Plan, certified Local Coastal Program, and achieve certification from the California Department of Housing and Community Development (HCD) by July of 2028.
