SECTION 1 – REQUEST FOR PROPOSALS

Whitfield County invites sealed proposals from qualified professional engineering firms to

provide engineering design services for improvements at three (3) roadway intersections. This

procurement shall be conducted in accordance with all applicable federal, state, and local public

procurement laws and regulations.

Proposals will be received until the date and time listed below. Late proposals will not be

SECTION 3 – PROJECT DESCRIPTION

The project consists of engineering design services for improvements at three intersections:

1. Intersection A – Reed Rd. at Rauschenberg/Timberghost: Conversion to a single-lane

roundabout is the preferred improvement. Review of Figure A will show an elementary,

a middle, and a high school all within 0.25-0.5 miles from the intersection. Reed Rd. is

an arterial leading from Varnell and surrounding residential areas to the employment

center of Dalton.

In recent years, new residential developments have been completed near the schools and

more rezoning requests for similar developments have been made. New and accurate

traffic counts, as well as updated traffic projections for the next decade, will be critical to

the project’s success.

All roads are local. No coordination with GDOT will be necessary. The project is 100

percent locally funded through a SPLOST initiative. Funding for design, ROW, and

construction is secure. An improvement of the intersection about 15 years ago widened

the roadway such that ROW impacts should be small.

A full NEPA document will not be required due to the funding source. Applicable

environmental assessments to comply with regulations and permitting requirements of the

USACE, Georgia EPD, GSWCC, and/or other state and federal agencies are included in

the scope of the project.

Project budget (Design, ROW, and Construction): $2.0 million

2. Intersection B – GA HWY 201 at Old Lafayette Rd and Houston Valley Rd:

Whitfield County has made an informal proposal to GDOT at the District level to align

these offset local roads into a single-lane roundabout on SR 201. See Figure B. This is

not a programmed GDOT project, but a locally funded project on a State route. As of

now, there are no state or federal funds on this project and none are anticipated.

Although the project is funded by the same local SPLOST initiative as Intersection A,

coordination with GDOT will obviously be required. It is not known at this point, with

what is anticipated to be 100 percent local funding, whether the project will have to

follow the full Plan Development Process (PDP). It is anticipated that an ICE analysis

will have to be performed, and the County understands that GDOT may choose a

roundabout, a signalized intersection, or to do nothing. GDOT will be involved in design

development at least at the District level, so concept plan development and approval

should be expected before proceeding to design.

A full NEPA document will not be required due to the funding source. Applicable

environmental assessments to comply with regulations and permitting requirements of the

USACE, Georgia EPD, GSWCC, and/or other state and federal agencies are included in

the scope of the project.

Project budget (Design, ROW, and Construction): $4.5 million

3. Intersection C – S. Dixie Hwy at Brickyard Rd/Powell Dr: Addition of turn lanes and

installation of a traffic signal is the preferred improvement at this intersection due to the

grade on S. Dixie Hwy. Tractor trailers and other large vehicles have a difficult time

turning onto and out of Brickyard Rd due to narrow lanes and sharp radii. See Figure C.

Brickyard and S. Dixie need dedicated left turn lanes. Northbound S. Dixie may also

need a deceleration lane.

The purpose of the project is to improve safety, traffic operations, and overall intersection

performance while meeting all applicable design standards. The project is 100 percent

locally funded through SPLOST. Funding for design, ROW, and construction is secure.

SECTION 4 – SCOPE OF SERVICES

The selected consultant(s) shall provide all professional services necessary to complete each

project, including but not limited to:

4.1 Preliminary Engineering

• Review existing data, studies, and as-built drawings

• Conduct site visits and field investigations

• Conduct traffic studies

• Conduct needed surveys

• Develop preliminary and final concepts

• Participate in coordination meetings with Whitfield County and, if applicable, GDOT

4.2 Final Design

• Geometric design of intersection improvements

• Traffic signal design where applicable

• Construction, signing/marking, ES&PC, staging, ROW, and signal plans

• Drainage, grading, and pavement design as applicable

• Utility coordination and conflict identification

• Right-of-way exhibits, if required

4.3 Plans, Specifications, and Estimates (PS&E)

• Bid-ready construction plans

• Technical specifications

• Engineer’s opinion of probable construction cost

4.4 Bidding Support

• Provide complete construction bid documents

• Respond to bidder questions

• Provide clarification during the bidding and construction phases, if requested

• Review and approve contractor material submittals

SECTION 5 – APPLICABLE STANDARDS

Design shall conform to all applicable standards.

SECTION 6 – PROPOSAL SUBMISSION

REQUIREMENTS

Proposals shall be organized and clearly labeled. Provide three (3) hard copies of the proposal.

At a minimum, include the following sections:

6.1 Qualifications and Experience

• Firm name, address, and legal structure

• Relevant experience with roundabouts and signalized intersections

• Description of at least three (3) similar projects completed within the past 10 years

• Résumés of key personnel, including Project Manager

6.2 Project Understanding and Approach

• Understanding of project objectives

• Proposed technical approach

• Identification of risks and mitigation strategies

6.3 Schedule

• Proposed project schedule with major milestones if awarded all three projects

6.4 Company Resources

• In-house expertise that may not be evident in Qualifications and Experience

• Other services that may be offered in-house, e.g., ROW acquisition services

SECTION 7 – EVALUATION AND AWARD

Whitfield County may award all three of the projects to a single firm or split the projects among

qualified firms as it sees fit. Proposals will be evaluated by a selection committee using the

following criteria:

SECTION 8 – CONTRACT TERMS AND CONDITIONS
