REQUEST FOR PROPOSAL & QUALIFICATIONS FOR 2026 MUNICIPAL PROFESSIONAL SERVICES
(Applicants must establish that they meet the following minimum requirements)
I. PURPOSE AND INTENT
The purpose of this Request for Qualifications is to solicit interest from qualified firms and/or
individuals in providing professional services for the Borough of Red Bank. A qualified firm and/or
individual will be selected through fair and open process at the sole discretion of the Borough.
If awarded a contract, the firm shall comply with N.J.S.A. 52:32-44, N.J.S.A. 10:5-31 et seq., and
N.J.A.C. 17:27.
II. PROPOSAL INSTRUCTIONS
Interested respondents shall submit one (1) original hard copy and one (1) electronic copy (USB
drive) of their proposal, along with a proposed contract, to:

The proposal must be received on or before 1:00 PM, Thursday, December 11, 2025.
Late submissions will not be considered.
The Borough reserves the right to issue addenda or clarifications to this solicitation. All addenda
will be posted on the Borough’s website, and respondents are responsible for reviewing and
acknowledging any updates prior to submission.
III. GENERAL INFORMATION ON THE BOROUGH
The Borough of Red Bank operates under a Council-Manager form of government, covers
approximately 2.16 square miles, and has a population of approximately 12,715 residents. The
Borough maintains an annual operating budget of roughly $20 million. The Mayor and Council
typically meet on the second and fourth Thursday of each month at 6:30 p.m.

IV. MANDATORY CONTENTS OF PROPOSAL
Each submission must include the following in this order:
1. Completed Proposal Form. Each proposal shall be sealed and clearly marked
“Professional Service Contract – RFQ #2026-___.”
2. Fee Proposal for the 2026 municipal year.
3. Five (5) References: Three (3) current clients (at least 3 years of service) and two (2)
former clients within the past seven (7) years. Include contact names, titles, and phone
numbers.
4. NJ Business Registration Certificate
5. Affirmative Action Compliance Documentation
Each respondent must demonstrate compliance with the New Jersey Law Against
Discrimination (N.J.S.A. 10:5-31 et seq.) and the implementing regulations under
N.J.A.C. 17:27, entitled “Equal Employment Opportunity in Public Contracts.”
To satisfy this requirement, respondents shall submit the following:
a) The completed Affirmative Action Language Form, titled “For Goods, Professional
Services, and General Service Contracts.”
b) One (1) of the following three forms of evidence of compliance:
• A valid Certificate of Employee Information Report issued in accordance with N.J.A.C.
17:27-4; or
• A completed Employee Information Report (Form AA-302) as required by N.J.A.C.
17:27-4; or
• A valid letter certifying that the contractor operates under a federally approved or
sanctioned Affirmative Action Program, valid for one (1) year from the date of the
letter.
All documentation must be current and valid for the 2026 calendar year. Failure to provide
acceptable evidence of Affirmative Action compliance may result in disqualification of the
proposal.
Respondents are encouraged to verify the status of their Certificate or Program approval in
advance of submission to avoid delays in award processing.
V. CRITERIA FOR EVALUATION
Proposals will be evaluated on the following factors:
1. Experience and reputation in the field.
2. Knowledge of the subject matter and applicable laws.
3. Familiarity with the Borough’s affairs and operations.
4. Availability to accommodate required meetings.
5. Compensation proposal.
6. Compliance with Borough minimum qualifications.
7. Other factors are determined to be in the Borough’s best interest.
VI. PERIOD OF CONTRACT
All appointments are for a one-year term beginning January 1, 2026, and ending December 31,
2026.
VII. DISCLAIMER
The contents of this RFP are intended to provide general information to interested parties. The
successful proposer may be required to execute a formal contract with the Borough, which will
govern all rights, duties, and obligations.
All documents submitted in response to this RFP are public records under the New Jersey Open
Public Records Act (N.J.S.A. 47:1A-1 et seq.)
The Borough will not be responsible for any costs associated with preparing or presenting
proposals. The Borough reserves the right to reject any or all proposals, waive informalities, or
re-solicit proposals as deemed in the Borough’s best interest
