NOTICE IS HEREBY GIVEN that the Borough of New Providence, Union County, New Jersey (“Borough”), is
soliciting sealed proposals from qualified architectural firms to provide architectural services for construction
projects. Proposals should be submitted to the Borough Clerk, in the Municipal Center located at 360 Elkwood
Avenue, New Providence, New Jersey 07974 and via email (clerk@newprov.us) by 10:00 AM on Tuesday, March
17, 2026.
Term of contract: April 1, 2026-March 31, 2027.
Proposals must be submitted in a sealed envelope clearly marked:
“RFP – Professional Architectural Services”
The Borough reserves the right to reject any or all proposals and to waive any informalities in accordance with the
New Jersey Local Public Contracts Law.
INTRODUCTION
The Borough of New Providence (“Borough”) is soliciting proposals from qualified architectural firms (“Firm” or
“Proposer”) to provide professional architectural services in connection with municipal capital improvement projects
during the contract term.
The Borough intends to retain one or more qualified firms to provide architectural services on an as-needed basis for
various municipal projects.
This RFP is issued in accordance with applicable New Jersey laws governing the procurement of professional
services.
PURPOSE AND INTENT
The purpose of this RFP is to:
• Establish a pool of qualified architectural firms
• Ensure professional expertise in municipal design and construction
• Provide cost-effective and timely services
• Support the Borough’s capital improvement program
Projects may include, but are not limited to:
• Renovations and rehabilitations of existing municipal buildings
• Recreation and community facilities
• ADA upgrades and code compliance improvements
• Other public infrastructure as required by the Borough

The Borough does not guarantee a minimum volume of work.
SCOPE OF SERVICES
The selected Firm(s) shall provide professional architectural services, including, but not limited to:
A. Pre-Design Services
• Site evaluation and feasibility studies
• Programming and space planning
• Cost estimating and budgeting
B. Design Services
• Schematic design
• Design development
• Preparation of construction documents
• Coordination with engineering consultants (civil, structural, MEP, etc.)
• Preparation of technical specifications
• Code review and compliance
C. Bidding & Procurement Phase
• Assistance with preparation of bid documents
• Responses to Requests for Information (RFIs)
• Attendance at pre-bid meetings
• Review of contractor bids and recommendations
D. Construction Administration
• Shop drawing review
• Site visits and construction observation
• Change order review
• Payment application review
• Punch list preparation
• Project closeout documentation
MINIMUM QUALIFICATIONS
Proposers must:
1. Be licensed to practice architecture in the State of New Jersey.
2. Have demonstrated experience in municipal/public sector projects.
3. Have experience with public procurement and Local Public Contracts Law requirements.
4. Maintain professional liability insurance in an amount deemed acceptable by the Borough.
5. Demonstrate knowledge of applicable building codes and accessibility regulations.

RFP AWARD
The Borough may or may not award a contract as a result of this Request for Services. If awarded, the successful
vendor will be required to comply with N.J.S.A. 19:44A-20.1 et seq. (Pay-to-Play); N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:3244
(Business Registration), and any subsequent amendments thereto, and the Borough’s insurance requirements on page
two (2) of this Request for Services.
PROPOSAL REQUIREMENTS
1. Proposal (Initial proposal should be submitted in the form of two (2) hard copies) and emailed to the borough
clerk at clerk@newprov.us.
a. Statement of Interest.
b. Company information, including general information, size, number of employees, and years in
business, full name of individual of entity or person submitting the proposal and the name of the key
contact person.
c. At least three (3) references, including contact names and information.
d. Specific experience of individuals relative to this project.
e. A copy of your New Jersey Business Registration Certificate.
f. A completed Business Entity Disclosure Form, Political Contribution Disclosure Form & a
Stockholder Disclosure Certification.
g. A copy of Proposed Form of Contract.
h. Completed Disclosure of Prohibited Investment Activities in Russia-Belarus & Iran Form
i. Proof of Liability, Worker’s Compensation and Automobile Insurance. The following minimum
insurance limits are required:

TERMS AND CONDITIONS
1. The Borough reserves the right to reject any and all proposals and to waive minor irregularities in any
proposal.
2. The Borough reserves the right to request clarification of information submitted and to request additional
information from any proposer.
3. The Borough reserves the right to award any contract to the next most qualified vendor if the vendor does not
execute a contract within thirty (30) days after the award of the proposal.
4. Any proposal may be withdrawn up until the submittal date and time.

5. Any addenda issued by the Borough of New Providence prior to the scheduled time of opening the RFP
submission shall be acknowledged in the proposal that the Addenda was received and shall be made part of
any contract.
6. The Borough reserves the right to reject any proposed agreement or contract that does not conform to the
specifications contained in this RFP and which is not approved by the Municipal Attorney.
7. The Borough shall not be responsible for any costs incurred by the vendor in preparing, submitting or
presenting its response to the RFP.
CONTRACT TERM
This contract shall be for a period of one (1) year from the date of award. With optional renewal in accordance
with applicable New Jersey law.
PAYMENT TERMS
Payment by the Borough will be made a monthly basis after services have been performed and an itemized billing
statement has been received. A signed voucher will be submitted in the form specified by the Borough and
approved by the appropriate Borough representative for signature by the vendor.
