NOTICE IS HEREBY GIVEN that proposals will be received by the Borough of New Providence for the position of
Part-Time Arborist Consultation Services. Proposals should be submitted to the Borough Clerk, in the Municipal
Center located at 360 Elkwood Avenue, New Providence, New Jersey 07974 and via email (clerk@newprov.us) by
10:00 AM on Tuesday, March 17, 2026.
Term of contract: April 1, 2026, to December 31, 2026
PURPOSE OF REQUEST
The Borough of New Providence plans to retain an experienced forestry consultant to assist with the management of
the Borough’s Community Forestry Management Plan. New Providence is a 3.7 square mile Borough in Union
County with approximately 13,650 residents and 4,944 households. There are approximately 2,000-3,000 trees
within the municipal right-of-way and parkland that require routine maintenance. It will be the responsibility of the
Consulting Arborist to bring a comprehensive, objective viewpoint to the diagnosis, appraisal, and evaluation of
arboricultural issues.
The successful candidate will demonstrate qualifications, experience and abilities to perform the scope of work
detailed in this Request for Proposal.
SCOPE OF SERVICES
The successful proposer will be able to provide arborist consultation services on an as-needed basis.
The scope of work for the requested services includes, but is not limited to:
1. Qualifications:
• B.S. Degree in Forestry or related field, NJ Certified Tree Expert
2. Hours:
• As needed
• Council Meetings (as requested)
3. Required Duties Include:
• Maintain and update Tree Inventory.
• Assisting the Department of Public Works with inspecting and assessing trees pursuant to accepted
arboricultural standards.
• Assist DPW and Planning & Development in developing Tree Maintenance Policies.
• Coordinate Tree Replacement contracts:
o Identify potential planting locations.
o Verify planting request from property owners.
o Write specifications for trees to be planted.
o Inspect trees under guarantee; provide feedback to the contractor on proper installation and
maintenance.

• Review of landscaping plans for Planning and Zoning Boards as needed.
• Provide recommendations on how best to resolve sidewalk/tree issues.
• Assist in updating and maintaining the Borough’s Community Forestry Management Plan pursuant to DEP
standards.
• Identify and report public hazards created by trees, shrubbery, vegetation or wildlife.
• Tree-related projects as needed.
4. Compensation Proposal:
• Hourly rate for in-house services
• Hourly rate for board reviews
RFP AWARD
The Borough may or may not award a contract as a result of this Request for Services. If awarded, the successful
vendor will be required to comply with N.J.S.A. 19:44A-20.1 et seq. (Pay-to-Play); N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:3244
(Business Registration), and any subsequent amendments thereto, and the Borough’s insurance requirements on page
two (2) of this Request for Services.
PROPOSAL REQUIREMENTS
1. Proposal (Initial proposal should be submitted in the form of two (2) hard copies) and emailed to the borough
clerk at clerk@newprov.us.
a. Statement of Interest.
b. Company information, including general information, size, number of employees, and years in
business, full name of individual of entity or person submitting the proposal and the name of the key
contact person.
c. At least three (3) references, including contact names and information.
d. Specific experience of individuals relative to this project.
e. A copy of your New Jersey Business Registration Certificate.
f. A completed Business Entity Disclosure Form, Political Contribution Disclosure Form & a
Stockholder Disclosure Certification.
g. A copy of Proposed Form of Contract.
h. Completed Disclosure of Prohibited Investment Activities in Russia-Belarus & Iran Form
i. Proof of Liability, Worker’s Compensation and Automobile Insurance. The following minimum
insurance limits are required:

TERMS AND CONDITIONS
1. The Borough reserves the right to reject any and all proposals and to waive minor irregularities in any
proposal.
2. The Borough reserves the right to request clarification of information submitted and to request additional
information from any proposer.
3. The Borough reserves the right to award any contract to the next most qualified vendor if the vendor does not
execute a contract within thirty (30) days after the award of the proposal.
4. Any proposal may be withdrawn up until the submittal date and time.
5. Any addenda issued by the Borough of New Providence prior to the scheduled time of opening the RFP
submission shall be acknowledged in the proposal that the Addenda was received and shall be made part of
any contract.
6. The Borough reserves the right to reject any proposed agreement or contract that does not conform to the
specifications contained in this RFP and which is not approved by the Municipal Attorney.
7. The Borough shall not be responsible for any costs incurred by the vendor in preparing, submitting or
presenting its response to the RFP.
CONTRACT TERM
This contract shall be for a period of nine (9) months from the date of award.
PAYMENT TERMS
Payment by the Borough will be made a monthly basis after services have been performed and an itemized billing
statement has been received. A signed voucher will be submitted in the form specified by the Borough and
approved by the appropriate Borough representative for signature by the vendor.
