Summary Details
This contract is for the computer optimization of seedling tenders by assigning the nursery that has the highest total points, by bid group, while minimizing seedling cost and taking into consideration other constraints(listed below). The model must be developed and able to incorporate all of the tendering parameters and will be utilized and customized for each seedling tender. Seedling tendering occurs in the period between September 20 and December 31st of each year of which there are 4-5 tenders that will need evaluating. Each tender can have any number of bid groups (ranging from 30 to 200 in the past) of which each bid group will be awarded to one (currently 35 qualified nurseries) nursery. Each tender will require an initial optimization model run which will be submitted to the Ministry Representative. |
