NOTICE IS HEREBY GIVEN that the Borough of New Providence, Union County, New Jersey (“Borough”), is
soliciting sealed proposals from qualified and licensed electrical contractors to provide on-call electrical services for
all Borough-owned buildings, facilities, parks, utility sites, and infrastructure on an as-needed basis. Proposals
should be submitted to the Borough Clerk, in the Municipal Center located at 360 Elkwood Avenue, New
Providence, New Jersey 07974 and via email (clerk@newprov.us) by 10:00 AM on Tuesday, March 17, 2026.
Term of contract: April 1, 2026-March 31, 2027.
Proposals must be submitted in a sealed envelope clearly marked:
“RFP – On-Call Electrical Services”
The Borough reserves the right to reject any or all proposals and to waive any informalities in accordance with the
New Jersey Local Public Contracts Law.
PURPOSE OF REQUEST
The Borough seeks proposals from qualified electrical contractors to provide comprehensive on-call electrical
services. The selected contractor shall furnish all labor, supervision, tools, equipment, materials, transportation, and
incidentals necessary to complete assigned work.
Work shall be performed on an as-needed basis throughout the contract term. The Borough does not guarantee a
minimum amount of work.
The successful candidate will demonstrate qualifications, experience and abilities to perform the scope of work
detailed in this Request for Proposal.
SCOPE OF SERVICES
Services shall include, but are not limited to:
1. Investigation and repair of electrical issues or concerns.
2. Rewiring, replacing, or installing lighting fixtures, switches, receptacles, panels, and related components.
3. Installation of new circuits.
4. Troubleshooting and repair of breakers, panels, transformers, and service equipment.
5. Emergency response services (24/7 including weekends and holidays).
6. Electrical upgrades to meet current code requirements.
7. Replacement of interior and exterior lighting, including LED retrofits.
8. Generator connections and transfer switch services (if applicable).

The Contractor must be capable of servicing municipal buildings, parks, recreation facilities, DPW facilities, utility
sites, and related infrastructure.
LICENSING AND QUALIFICATIONS
The Contractor must:
Hold a valid New Jersey Electrical Contractor License.
Be registered with the New Jersey Division of Revenue and Enterprise Services.
Maintain Public Works Contractor Registration (if applicable).
Have experience with municipal and commercial facilities.
Maintain all required insurance coverage.
COMPLIANCE REQUIREMENTS
All work shall comply with:
National Electrical Code (NEC)
New Jersey Uniform Construction Code (NJUCC)
All applicable federal, state, and local regulations
The Contractor shall obtain all necessary permits and inspections unless otherwise directed by the Borough.
RFP AWARD
The Borough may or may not award a contract as a result of this Request for Services. If awarded, the successful
vendor will be required to comply with N.J.S.A. 19:44A-20.1 et seq. (Pay-to-Play); N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:3244
(Business Registration), and any subsequent amendments thereto, and the Borough’s insurance requirements on page
two (2) of this Request for Services.
PROPOSAL REQUIREMENTS
1. Proposal (Initial proposal should be submitted in the form of two (2) hard copies) and emailed to the borough
clerk at clerk@newprov.us.
a. Statement of Interest.
b. Company information, including general information, size, number of employees, and years in
business, full name of individual of entity or person submitting the proposal and the name of the key
contact person.
c. At least three (3) references, including contact names and information.
d. Specific experience of individuals relative to this project.
e. A copy of your New Jersey Business Registration Certificate.
f. A completed Business Entity Disclosure Form, Political Contribution Disclosure Form & a
Stockholder Disclosure Certification.
g. A copy of Proposed Form of Contract.
h. Completed Disclosure of Prohibited Investment Activities in Russia-Belarus & Iran Form
i. Proof of Liability, Worker’s Compensation and Automobile Insurance. The following minimum
insurance limits are required:

TERMS AND CONDITIONS
1. The Borough reserves the right to reject any and all proposals and to waive minor irregularities in any
proposal.
2. The Borough reserves the right to request clarification of information submitted and to request additional
information from any proposer.
3. The Borough reserves the right to award any contract to the next most qualified vendor if the vendor does not
execute a contract within thirty (30) days after the award of the proposal.
4. Any proposal may be withdrawn up until the submittal date and time.
5. Any addenda issued by the Borough of New Providence prior to the scheduled time of opening the RFP
submission shall be acknowledged in the proposal that the Addenda was received and shall be made part of
any contract.
6. The Borough reserves the right to reject any proposed agreement or contract that does not conform to the
specifications contained in this RFP and which is not approved by the Municipal Attorney.
7. The Borough shall not be responsible for any costs incurred by the vendor in preparing, submitting or
presenting its response to the RFP.
CONTRACT TERM
This contract shall be for a period of one (1) year from the date of award. With optional renewal in accordance
with applicable New Jersey law.
PAYMENT TERMS
Payment by the Borough will be made a monthly basis after services have been performed and an itemized billing
statement has been received. A signed voucher will be submitted in the form specified by the Borough and
approved by the appropriate Borough representative for signature by the vendor.
